In compliance with the requirements of the Public Procurement Act of the Federal Government of Nigeria, the Kaduna Polytechnic hereby invites interested and reputable consultants, contractors and suppliers with relevant experience and good track record of pre-qualification for consultancy services and execution of 2010 capital project as follows;

B. PRE- QUALIFICATION REQUIREMENTS.
Reputable and interested contractors and suppliers are required to submit their applications along with the following documents:
- i. Evidence of Incorporation/Registration with Corporate Affairs Commission.
- ii. Evidence of Tax clearance certificate in the last three (3) years (2007-2009)
- iii. Evidence of VAT Registration and remittance in the last three years (2007-2009)
- iv. Company profile which should include names, qualification and experience of key personnel, list of similar projects previously executed with photographs contract values, locations and names of clients to include GSM number(s) and e-mail addresses of the firm if available
- v. Evidence of valid subsisting registration with FME/FMH/FMWT.
- vi. Evidence of similar projects handled by the firm including cost (Practical Completion Certificate)
- Evidence of valid subsisting registration with Kaduna Polytechnic in the relevant category
- Evidence of financial capability to handle the chosen project.
- ix. Original documents should be available for sighting on demand during or after opening of per-qualification documents
C. SUBMISSION OF APPLICATIONS
Applications for pre-qualifications in sealed envelopes clearly marked stating the project intended to handle should be forwarded to:

TECHNICAL EVALUATION TO BID AS AN INSURER FOR THE PROVISION OF CONSTRUCTIONAL RISKS INSURANCE FOR THE OML- 126/127 FIELD DEVELOPMENT PROJECT
- INTRODUCTION
Addax Petroleum Exploration (Nigeria) Limited (hereinafter referred to as “Addax Petroleum”) is seeking qualified insurers for the provision of Construction All Risk (CAR) insurance for the NDA extension Projects and invites submission from reputable Nigeria registered Insurance Companies having ‘world class’ experience in the provision of CAR insurance for the major onshore/offshore Oil and Gas Projects.
- SCOPE OF WORK
The insurance would cover oil field development, construction/installation of platforms and pipelines, physical loss and, or damage to the project including marine, air and inland transit during project execution. In addition it would be cover certain General Third party Liability risks. The insurer shall retain a percentage of the risk in Nigeria and re-insure the excess capacity with leading international underwriters. The insurer will liaise with the appointed re-insurance Broker for the purpose of re-insurance with foreign Underwrite with minimum of A rating by S &P. The insurer will also handle claims services, policy documentation, renewals, endorsement etc.
- PREQUALIFICATION REQUIREMENT
An insurance Company seeking to be selected must satisfy the following conditions
- Be a Limited Liability Company registered in Nigeria and licensed by the National Insurance Commission (NAICOM) to transact General Insurance Business
- Have a minimum Paid up capital (Equity) of N3billion as per its last published account or any other evidence from NAICOM or CBN indicating minimum Paid Up Capital of 3billion
- Have acquired good experience in Oil and Gas insurance business
- Have adequate and qualified staff with experience in Oil and Gas Insurance business.
- Must be in good standing as regards prompt settlement of all claims reported to date.
- Have business relationship with competent Reinsurance (international) Broker(s) with good experience in Oil and Gas business, access to international market at Lloyd’s
- Must be a good corporate citizen of Nigeria that plays it taxes as and when due
- OTHER REQUIREMENTS
- A certified true copy of the Corporate Affairs Commission (CAC) of the company’s certificate of Incorporation
- A certified true copy of NAICOM of the Company’s Licence as an insurer to transact general insurance business
- Current and valid registration with the Department of Petroleum Resources (DPR)
- Documentation/evidence demonstrating experience on similar Oil and gas Insurance cover that insurer has provided in the last 3 years (2006-2008), including clients name and dates of cover
- Provide company profile indicating Nigerian Shareholding, Company’s financial details, and published Annual Report and Accounts for the past three (3) years 2006, 2007 and 2008.
- Evidence of NAICOM’s approval of Annual Returns and Accounts for previous underwriting year.
- A profile of six(6) top management staff of the Company with their qualifications and Insurance working experience in Oil and Gas insurance business
- Provide Organizational structure of not less than 100 personnel with not less than 10 claims personnel
- In case of joint venture, an attached copy of the joint venture agreement and details of the interest of each of the Joint Venture partner, the role of each party clearly indicated
- A signed Declaration by the Chief Executive Officer that the Company has settled all discharged claims
- Name, address and profile of the Reinsurance Broker(s) that handle the Insurer’s oil and gas business in the past 12 months.
- Evidence of Company’s Tax Clearance certificates for the past three (3) years 2006, 2007and 2008
- Give brief description of re-insurance strategy and provide names of foreigner-insurers and principal Brokers.
- Provide relevant information of two (2) contact persons: name, telephone, fax number and email address.
- Certificate true copy of NAICOM approval of Recapitalization and Consolidation to continue to transact insurance business with the Federal Republic of Nigeria
- Provide evidence of payment and registration with Nipex Joint Qualification.

- NIGERIAN CONTENT
The Federal Government of Nigeria Directives on Nigerian Content Development (“Directives”) mandates that all contractors create value in country with targets of 45% by 2006 and 70% by 2010 in terms of total monetary expenditure through the deliberate utilization of Nigeria human and material resources without sacrificing safety, health and environmental standards.
The in-country capacity must firstly be exhausted before taken steps on outside/foreign re-insurer and NAICOM must approve any reinsurance to be placed abroad in line with the law.
Addax Petroleum intends to and expects the contractor to comply with the Federal Government/NCD Directives of October 13 2006. As a result, Bidders will be evaluated on their perceived willingness, documented track record and demonstrated plan to fully comply with the Directives and company requirements.
Objective of this Pre-qualification/Technical Evaluation is to allow companies to demonstrate their willingness and ability to perform this work in Nigeria in a dependable manner. Each insurer wilt also be required to demonstrate that they will maintain a stable management organisation in Nigeria.
In view of the above, bidders should state the following;
- Provide a copy of company’s detailed MOU/agreement with any competent Re-insurance company;
- Provide a detailed description of all work your company will accomplish using Nigerian Resources (labour, Material & Services);
- Provide current and in-place organisation structure. Also detail experience and skills of key management personnel;
- Detail past experience/present commitment to staff training and development of its Nigerian Personnel;
- State any further innovative proposals that would enhance the Nigerian Content for the insurance programme:
- Provide details of your company ownership and shareholding structure, Submit copies of your CAC forms CO2 and CO7;
- Furnish details of your training plan for Nigerians specific to this scope of work;
- Current NAICOM registration certificate:
NOTE:
Only Indigenous companies or indigenous companies in genuine alliance with Multinational Companies as approved by NAICOM are to tender. NON compliance with Nigeria content requirements is a FATAL FLAW.
- GENERAL
Failure of Insurer to follow any of the instruction above or to provide any of the listed documents automatically results in disqualification.
- Notwithstanding the submission of requested forms to Addax Petroleum, Addax Petroleum is neither committed nor obliged to Include any contractor on any bid lists or award any form of contract.

The Kano State Government of the Federal Republic of Nigeria in its continued commitment to boost agricultural production intends to procure fertilizer under contract for distribution to its teeming farmers for which the invitation for prequalification is issued.
The Kano State Ministry of Agriculture and Natural Resources hereinafter ‘the employer” intends to pre-qualify contractors for the supply of assorted fertilizer for the 101 agricultural season. The commodity is expected to meet the following standard:-
1. CHEMICAL COMPOSITION
NPK 15:15:15 – Not less than 13%N, 13%P2)5 and 13%k2O
NPK 20:10:10 – Not less than 17%N, 8%P2O2 and 8%K2O
UREA – Not less than 44%N
2. PHYSIC ALFEATURES
i. Each fertilizer should be non-caking with minimum dust and free flowing
ii. It should be packaged in double layer 50kg waterproof bag (50kg gross weight).
CONDITIONS OF DELIVERY AND PAYMENT
Payment for consignment will be on delivery and certification by the Ministry
Delivery for consignment sourced in Kano must be completed within one week
Deli very for consignment sourced from Lagos and Port Harcourt must be completed within eight (8) weeks.
ELIGIBILITY
To be eligible for consideration, the contractor in his proposal must include the following:
i. Evidence of incorporation or registration of business name;
ii. Registration with the Kano State’s Works Registration Board in relevant category;
iii. Company’s Audited Accounts for (3) years;
iv. Evidence of Tax Clearance Certificate for (3) years:

3.0 GENERAL REQUIREMENT
