INVITATION FOR TENDER PRE-QUALIFICATION FOR TUBULARS RUNNING
SERVICES FOR OML 130 –EGINA FIELD DEVELOPMENT EGI/C051
INTRODUCTION:
Total Upstream Nigeria Limited (TUPNI), operator of the OML 130, invite interested and reputable Contractors with suitably qualified employees, equipment, premises and relevant experience to apply for pre-qualification for consideration to tender for the Tubular running services for the Deep offshore EGINA Field Development on two rigs.
The Egina field is located offshore Nigeria on block OML130 at 200 km off Nigerian cost by 1550m of water depth. Egina is a new standalone deepwater development using two DP rigs starting Q1 2012 with activity continuing to Q4 2016. The reservoir being highly faulted with a channels and lobes type arrangement, the well trajectories are complex with a highly proportion of wells having horizontal drains. All wells comprise a sand control device (open hole gravel pack sand alone screen or expandable sand screens).
2. BRIEF DESCRIPTION OF THE WORK SCOPE:
The scope of work, for a duration of Twenty Four (24) months with a Twelve (12) month option to extend, starting Q1 2012 and shall consist of all tubular running services on two MODUs in conformity with casing and tubing well program (36” CP, 20”, 14” and 10-3/4” casing, 7” and 51/2 13% Cr tubing’s). Contractor shall, for such performance, provide personnel, equipment and materials, together with such administrative and support personnel as may be required for all the wells of the EGINA Development.
CONTRACTOR SHALL:
- Provide equipment to handle, make up & run the Conduct pipe casing/ tubing’s /subsea completion riser, including but not limited to the following equipment:
- Power tongs, power unit, hand slips, side door elevation, stabbing guides, stabber-less system, false rotary table for completion running, thread protectors, fill-up tools, circulation swedges)
- Provide for each piece of equipment, all necessary information including, but not limited to:
- Trademark, type, and detailed technical drawings of equipment with indication of relevant dimensions ,
- Summary make up & running procedures.
- Test procedure (when material is subject to hydraulic or functional test) or test report if done in Contractor’s base
- Supply, install, and maintain dedicated equipment in good operating condition.
- Provide handling and running procedures for all equipment,
- Provide a detailed Task Risk Assessment (TRA) prior to each
- Provide operational report after each job (the Contractor shall provide with its proposal a typical summary of an operational report).
These requirements will cover the provision of the following services:
- Threads inspection,
- Make up &, running casings / tubings/ subsea completion riser.
- Make up of conductor pipe, casings, tubings and subsea completion riser in conformity with the makeup torque specified in the well program or by Company’s specifications.
Contractor will be required to provide to the TUPNI experienced personnel to operate and ensure the equipment maintenance through the whole duration of operations, as well as onshore support during the design and planning stages of the well. On site operating crews have to trained, certified, experienced and approved by the TUPNI.
3. PRE-QUALIFICATION DOCUMENTS
3.1 GENERAL SUBMISSION
To qualify for consideration, Contractors are required to supply two (2) sets of the following documentation, with the specific chapters separated by dividers, in the same order as set out here below (a) to (I):
a) A cover letter summarizing the contents of the prequalification document.
b) Details of company’s Health, Safety and Environmental Policy and Programme together with HSE Management System. HSE considerations on site, and throughout, the requirement are part of Contractor’s responsibility and Contractor must have Proven methods for eliminating risks associated with its own scope of services and at interfaces with others. These methods must be clearly indicated.
c) Safety records detailed for accidents, injuries, damages and summarized for near-misses and LTI’s for the past three (3) years.
d) Copy of Department of Petroleum Resources (DPR) Certificate of Registration for years 2008 or 2009, or evidence of renewal, relevant to the scope of work herein described
e) Details of Contractor’s Community Affairs Policy and programme and records. Including copy certificates, awards and the like, for the past three (3) years
f) Quality durance System certified ISO 9000 or equivalent for operations and maintenance and relevant to the scope of work herein described.
g) Detail of relevant verifiable experience of similar scope of work as described herein that Contractor as undertaken in the last three (3) years inside and outside Nigeria
h) Demonstration of Contractor’s ability to carry out the scope of work as described in paragraph 2 herein.
(i) Provide details of Contractor’s Yard, Quaysides, Workshops, Base Facilities, Engineering Offices, Offices, Warehouses, Factories, Equipment and the like required to carry out the scope of work as described herein.
(ii) Submit a resources capacity plan and forecast, covering years 2012 to 2016 demonstrating that at present Contractor has sufficient needs to carry out the scope of work as described herein,
i) Reference of three of Contractor’s major customers, where similar a scope of work has been completed, who can be contacted for information and reference.
j) Contractor’s audited accounts for the past three (3) years and, if relevant Nigerian tax clearance certificates.
k) All relevant information concerning contacts: representative’s name telephone number facsimile machine number and e-mail address.
l) Additional Technical Information Evidence of capabilities for post delivery service support.
3.2. NIGERIAN CONTENT
In line with the Federal Government of Nigeria Directives on Nigerian Content target of 70% by year end 2010 and TUPNI general contracting-out policy to maximize Nigerian content on the Egina Project, tenderers are to include in their bids a Nigerian Content Plan on how they shall meet this requirement.
(a) Evidence of Contractor’s registration in Nigeria (certificate of incorporation) and CAC Forms C02andC07
(b) Contractor’s general structure and organisation, including names and curriculum Vitae of key personnel, indicating Nigerian Nationals on the Contractor’s Board, and identifying relevant to the scope of work herein described, two Nigerian Director’s.
(c) In case of a joint venture or partnership with another contractor provide a copy of the agreement or memorandum of understanding together with a description of the interest of each of the participants and the role of each shall play in the carrying out of the scope of work; herein described.
(d) Describe the locations of Contractor’s Management Offices, Engineering Offices, Fabrication Workshop and/or Yards. Procurement Centre or Centre of Core Business activities in Nigeria (relevant to the scope of work described herein),
(e) Nigerian Employment
· Location in Nigeria of Top Management Representation as related to the Organisation Chart and identified as such,
· Skilled Nigerian staff (relevant to the work advertised) as related to the Organisation Chart and identified as such,
· Unskilled Nigerian staff (relevant to the work advertised) as related to the Organisation Chart and identified as such,
· Specialist of highly skilled Nigerian staff (relevant to the work advertised) as related to the Organisation Chart and identified as such.
(f) List the elements of the scope of work to be performed, carried out or purchased in Nigeria.
(g) Provide Contractor’s Policy for Training and Development of Nigerians (relevant to the work advertised), including past achievements
(h) Provide Contractor’s Plan for the understudying by Nigerian of Expatriates with a programme for promotion and evidence of past training and integration of Nigerians into the Contractor’s organisation.
(i) Provide Contractor’s Plan for complying with the target of 70% Nigerian Contort (relevant to the work advertised) by the end of the year 201 0
(j) All applicants that have executed project works and services within the Oil & Gas industry within the last three years must provide verifiable evidence of Nigeria Content Performance for all Projects in which applicants was involved in Nigeria over this period Such performance is to be supported by the attached Nigerian Content Division compliance measurement forms and reports
4. GENERAL
Failure to provide any of the listed documents or information may automatically disqualify the Contractor. Notwithstanding the submission of requested forms to TUPNI. TUPNI is neither committed nor obligated to include any Contractor on any bid lists or award any form of contract to any Contractor and/or associated companies, subcontractors or agents.
This notice and the ensuring qualification process neither creates any commitment by TUPNI nor establishes any legal relationship with TUPNI. All costs incurred as a result of this Pre-qualification invitation and any subsequent requests for information shall be for the responding Contractors’ account.

PREQUALIFICATION AND TENDER REQUIREMENTS
Interested reputable companies are required to submit for pre-qualification and tender information in compliance with the following:
· Certificate of registration with the Corporate Affairs Commission.
· Three years (3) Tax Clearance Certificate of the Company.
· VAT Registration Certificate of the company and evidence of recent remittances to FIRS.

In line with the Federal Government’s Policy on Food Security, the Federal Ministry of agriculture and Water Resources is embarking on a National Soil Survey Project covering agriculture lands nationwide. The Proposed National Soil Survey will improve and update the current information on the Nation’s soils. The Project when executed will provide an essential tool for improved Agricultural Land Management and increased Agricultural Output.

OF MAMBILLA HYDROELECTRIC POWER PROJECT IN
TARABA STATE
INTRODUCTION:
The Federal Ministry of Power, in its effort towards improving Power Supply in the Country intends to develop a 2600MW Mambilla Hydro-Electronic Power Project in Taraba State. The Power to be generated would be evacuated to the National grid through a 400KM, 500KV transmission line to be constructed from Abong Switchyard to Makurdi in Benue State
(Lot 1) and a 400KM, 330KV Transmission line from Abong to Jalingo in Taraba State
(Lot 2) Accordingly, the Federal Ministry of Power invites interested EIA Consultants with in-depth experience in transmission line routing and PHCN/TCN transmission line construction regulations to apply for an EA consultancy study for any ONE LOT.
SCOPE OF WORKS
LOT 1- EIA study for the proposed Transmission line routing from the Abong Switchyard to Makurdi
LOT 2: EIA study for the proposed Transmission line routing between Abong Switchyard and Jalingo.
· Undertake an EIA study of any of the Two (2) Transmission Line Right of Way (TLRUOW),
· Produce a comprehensive EIA report and attendant mitigation measures for indentified impacts in the implementation of the proposed TLROW projects,
· Submit the report through regulatory process to obtain the required EIA certification and EIS for the proposed projects.
CONDITIONS FOR PRE-QUAUFICAT1ON
Interested Firms or Joint Ventures (JV) are expected to collect, fill and submit Standard Request for Proposals for EIA study for the proposed Transmission Line Right of Way (TL ROW)
LOT 1 and LOT 2 of the Mambilla Hydroelectric Power Project in Taraba State from the Secretary, Ministerial Tenders Board, in addition to Providing the following:
· Company profile with copy of article of Association, Memorandum of understanding, and Company’s Registration with Professional bodies particularly COREN, NES or equivalent.
· Evidence of firm’s accreditation with the Federal Ministry of Environment accredited Laboratory
· Evidence of experience in at least five (5) jobs of similar nature & complexity executed within the last five (5) years with verifiable letters of contract award and certificate of job completion/details of on-going EIA consultancy services of major projects.
· Evidence of Personnel Capability including list of key Professionals, Curriculum Vitae of each Professionals, Registration with Professional bodies such as COREN, NES, etc as detailed in the Standard Request for Proposal (REP) as adapted from the BPP.
· Submission of three (3) years Audited Accounts with Annual Turnover of over N10million in any of the last three (3) years.
