REQUEST FOR BIDS /PROPOSALS
In furtherance of the Development Programmes being assisted by UNDP in Ondo State, the State Partnership Implementation Committee (SPIC) has endorsed for implementation the 2009 Annual Work Plan (AWP) on Capacity for Governance Programme (CGP), Economic Governance Programme (EGP) Response to HIV/AIDS Programme and the Sustainability and Risk Management Programme (Environmental Risk). Therefore, the SPIC invites Technical and Financial Bids/Proposals from suitably qualified Bidders on any of the following activities:
LOT 1 - Capacity for Government Programme (CGP) (Anti-Corruption & Procurement)
i. Conduct of Pre-Budget Stakeholders Forum in Ondo State
ii. Conduct of the Assessment of Public Procurement Capacity in MDAs in Ondo State and Stakeholders Validation Workshop.
iii. Establishment of one Community Information and Action Centre in Ondo State.
LOT II - Economic Governance Programme (EGP)
i. Establishment of Baseline Information on Potential Value Chains in Ondo State.
ii. Conduct of the Capacity Assessment of the Ondo State Ministry of Economic Planning and Budget.
iii. Conduct of the Capacity Assessment of the Intergovernmental Affairs and Multilateral Relations Office in Ondo State.
LOT III- Response to HIV/AIDS Programme:
i. Conduct of Mapping and Capacity Assessment of SACA, and Civil Society Coordination Entities at the State Level and identified LAC A in Ondo State.
ii. Conduct Mapping and Capacity Assessment of Community Based Organisations and Selected Service Providers.
Sustainability and Risk Management Programme (SRMP) (-Environmental Risk)
i. Compilation and Review of Existing Environmental Laws in Ondo State
ii. Formulation of Policy on Renewable Energy in Ondo State.

PRE-QUALIFICATION CRITERIA:
Interested reputable companies are invited to submit the following documents for pre-qualification:
1. Application Letter, which MUST be written on company’s letterhead paper
2. Names of TWO (2 NOS.) competent company representatives,
3. Evidence of past experience in such exercise.
4. Evidence of a bank’s willingness to offer financial support
5. Clear and unambiguous address for easy mail delivery (Not P.O Box).
6. Evidence of good HSE practice (Hazard Identification, Work place safety etc.)
7. Evidence of Legal structure:
· Certificate of Incorporation
· Relevant and current DPR & FMEnv certificates in Waste and Scrap Category.
Failure to provide any of the listed documents of information may automatically disqualify the bidder’s submission of pre-qualification documents.

INVITATION TO PARTICIPATE IN THE PRE-QUALIFICATION/TENDER EXERCISE FOR THE PROCUREMENT OF LABORATORY EQUIPMENT IN THE COLLEGE
The Alvan Ikoku Federal College of Education through the ETF Sponsored intervention invites applications from competent and interested companies to submit technical and financial bids for the Procurement of Laboratory Equipment to the various Service Laboratories in the College
(A) SCOPE OF WORK
The work comprises the supply and installation of the various Laboratory Equipment in the
Lot (i) Physics Department
Lot (ii) Chemistry Department
Lot (iii) Biology Department
Lot (iv) Theatre Arts Department
Lot (v) Physical and Health Education Department
(B) PRE-QUALIFICATION REQUIREMENTS
Interested companies shall forward copies of the following documents during the Tender,
i. Evidence of Registration with Corporate Affairs Commission and article and memorandum of association,
ii. Tax clearance certificate for the three (3) years.
iii. List of verifiable documentary evidence of similar jobs successfully executed within the last three years
iv. Evidence of Audited Accounts for three years
v. List of personnel/officers to be attached to the job in your company
vi. List of equipment, plants and your office location.
vii. Manufacturing companies should show evidence of such equipment production.
(C) COLLECTION OF TENDER DOCUMENTS
Interested companies should tender documents at the office of the Ag. Director of Works upon payment of a non refundable fee of N30.000.00 Tender fee paid into the college account and with evidence of payment.
(D) SUBMISSION
The technical and financial documents should be submitted in two separate envelopes and Marked Tender for prequalification and financial bid and submitted in a big envelope sealed and labeled. You should also INDICATE THE LOT that is applicable and submit on or before 14th October, 2009 and dropped at the office of the procurement Officer Alvan Ikoku Federal College of Education Owerri, Imo State.
The representatives of the bidding companies are invited to witness the opening of the tenders on Thursday 14th of October 2009 in the council chambers of the college by 1200 prompt.
