INTRODUCTION
The Federal University of Petroleum Resources, (FUPRE), Delta State, Nigeria was established in March, 2007 under a Federal Government of Nigeria initiative, to build a specialized University to produce a unique high level manpower and relevant expertise far the Oil and Gas sector in Nigeria and worldwide.
FUPRE is the first of its kind in Africa and it is destined to be one of the best in terms of excellence and relevance. The first batch of students was admitted at the commencement of the 2007/2008 academic session.
FUPRE’s vision is to be the premier international institution-of-choice with state-of-the- art facilities to provide the petroleum and allied sectors, world-class education, training research, consultancy and extension services. FUPRE will achieve her goals by ensuring that the best practices and traditions of Universities globally, especially the specialized ones, are used as benchmarks.
SCOPE OF WORK:
The Federal University of Petroleum Resources, Effurun, in pursuance of her mission and vision intends to undertake the under-listed projects as part of its year 2007 ETF (Special Grant) Intervention and hereby invites reputable contractors to indicate interest to both pre-qualify and tender for these projects;
PROJECT TITLES:
i. LOT 1: CONSTRUCTION OF BLOCK OF ACADEMIC STAFF OFFICES
ii. LOT 2: CONSTRUCTION OF BLOCK OF CLASSROOM/LECTURE HALLS
PRE-QUALIFICATION:
Interested Companies are to submit the following documents in their letter of intent for the projects listed above;
1. Certificate of Incorporation form Corporate Affairs Commission.
2. Current tax clearance Certificate for the past three (3) years.
3. Audited company’s statement of accounts (2006-2008) and Value added tax (VAT) registration certificate. .
4. Bank reference letter indicating evidence of accessibility to credit facilities.
5. Comprehensive company profile indicating the CV of key personnel
6. Verifiable job experience- in similar projects of interest in the last five (5) years (2004-2008) indicating contract sum and evidence of satisfactory job performance.
7. Evidence of access to equipment and resources required to be deployed for the project
8. Any other proven evidence/document that would confirm the skill/competence of individual contractor.
9. 9. Interested contractors are required to pay a non-refundable Pre-Qualification fee of N10.000.00 for each Lot in bank draft to the Bursary Division of Federal University of Petroleum Resources, Effurun.
10. A complete set of Bidding Documents may be- purchased by interested bidders on the submission of a written application and upon payment of a non-refundable fee of twenty thousand Naira (N20, 000.00) in bank draft to the Bursary Division of Federal University of Petroleum Resources, Effurun.
SUBMISSION OF APPLICATION
Completed pre-qualification and financial bid documents must be in two parts consisting of:
(a) Pre-qualification documents and
(b) Financial bid documents

NOTE; Contractors, who responded to the earlier advertisement in the Federal Tenders Journal and Guardian Newspaper of 13th July, 2009 and Vanguard Newspaper of 14th July, 2009 may re-apply but are not expected to pay the Pre-qualification fee of N10.000.00. Those who are no longer interested should collect a refund of the Pre-qualification fee from the Bursary Division of the University.
CAVEAT
Response to this invitation shall not oblige the University to consider any responding Firm for qualification. All costs incurred as a result of response to this imitation and any subsequent requests for information shall be borne by the responding Firm

1. Introduction
The Nigerian Petroleum Development Company Limited has a work programme to drill, complete and test wells in the onshore field of Egbema West in OML 20 on behalf of the JV Partners (NNPC, SPDC, TEPNL & NAOC). The estimated duration for drilling campaign is twenty four (24) months with twelve months optional extension period.
2. Scope of Work:
The Egbema, Egbema West and Ugada Integrated Oil and Gas Development projects are expected to commence 4th quarter 2010 for duration of twenty four (24) months with 12 months optional extension period. Submission for pre-qualification to tender are therefore invited from suitable and reputable companies having the requisite experience and capability in respect of the work packages summarized below:

Pre-Qualification Submissions:
To qualify for consideration and in line with the Nigerian Content Development policy, interested, suitable and reputable companies or consortia (which may comprise both Original Equipment Manufacturers/suitable Multi-nationals and Nigerian/indigenous service providers) are required to submit the following documents. Failure to submit any of the under-listed documents for each member in the case of consortia may result in the disqualification of the individual member and entire consortium.
1. Full details of Company profiles, including details of ownership of each alliance member if Contractor is a consortium or alliance.
2. For a tendering consortium or alliance, evidence of legally binding agreement between members of the consortium, providing detailed listing of the specific set(s) of services that each member of the consortium will be primarily responsible for or assigned within the overall tender work scope.
3. Copy of current Department of Petroleum Resources (DPR) registration certificates in relevant area.
4. Evidence of registration Into the Nipex Joint Qualification System (JQS)
5. Documentary evidence of incorporation as limited liability Company in appropriate jurisdiction as well as evidence of registration to conduct business in Nigeria.
6. Tax clearance certificate for the past three years.
7. Evidence of financial capability, Company’s financial details and audited accounts over the last three (3) years (audited accounts report shall be from a registered accounting firm).
8. MOU with any affiliated company(s) and/ or subcontractors
9. Organization structure (organizational chart with names), available manpower with a list of key professional staff with their CV. CVs shall be those of key personnel that would work on this project and who are key to the successful execution of the work, detailing educational and experience level and industry certification attained.
10. Provide in detail Company’s Health, Safety, Environment & Security policy and management systems, including evidence of any internationally recognized accreditation (e.g. ISO 14001).
11. Provide Security and Community relations’ management proposal, giving in detail how your Company has successfully handled security and community related issues in the past and propose to do so the said project.
12. Details of company QA/QC programme, including evidence of any internationally recognized accreditation (e.g. ISO 9000).
13. Evidence of past relevant experience and successful performance in the provision of similar services.
14. Evidence of ownership of proposed equipment or equipment availability guarantees.
15. Any additional information that may enhance the potential of the company.
Only Drilling Service Contractors/companies that fulfill the above requirements and also pass the pre-qualification evaluation exercise shall be invited to competitively tender for the PROVISION OF DRILLING SERVICES FOR EGBEMA WEST WELL DELIVERY IN OML 20
Nigerian Content Development:
Pursuant to NPDC (NNPC) and Federal Government Policy to provide opportunities for Nigerian contractors and the development of local expertise, all the applicants must comply fully with the Federal Government preference to Nigerian based companies or foreign companies with Nigerian affiliate, which demonstrate execute the project to the satisfaction of the Nigeria requirements and guidelines.
The Federal Government of Nigeria Policy and Directives on Nigerian Content Development Directives) mandates that all Contract in the Petroleum Industry create value in country with target of 70% by 2010 in terms of total monetary expenditures in-country.
Company intends to and will expect bidders to comply with the Federal Government Policy and Nigerian Content Development Directives October 13, 2006 (or its latest revision) available at www.nnpcgroup.com and www.nigcontent.com because they constitute a FATAL FLAW in all contract evaluations.
Failure to fully comply with the Government Directives or demonstrate commitment to Nigerian Content Development shall result disqualification from bidding this contract.
Each applicant is enjoined to avail themselves of the Federal Government Directives on Nigerian content for full compliance.
Nigeria Petroleum Development Company on behalf of the Joint Venture partners is committed to fully comply with the Federal Government directives on Nigerian Content of Target of 70% by year-end 2010. In maximizing the local content of this project, pre-qualifiers are requested to give full details of their strategy for the local content implementation in order to comply fully with the Federal Government directives on Nigerian Content. Plans to include:
Specifically the Contractor shall:
· Submit verifiable evidence of compliance with Nigerian Content Guidelines & Directives and Nigerian /local Content performance on past projects/contracts for a period of 3 years.
· Describe where your project management team and procurement centre will be located in Nigeria. Please also submit an organization chart to substantiate this information.
· Provide detailed description of the location of in-country committed facilities & infrastructure (assets, equipment, technical office, and administrative space, storage, workshop, assembly area, repair & maintenance, testing, laboratory, etc) in Nigeria to support this contract ort submit a credible and verifiable plans towards setting up.
· Demonstrate that entity is an indigenous company or an indigenous company in genuine alliance with a foreign-owned of multinational company registered in Nigeria. Submit certified true copies of CAC forms 10, 02 and 07 including company Memorandum & Article of Association and/or evidence of entity’s incorporation, shareholding and ownership structure in Nigeria. Evidence of the Partnership/JV Agreement (where applicable) between Indigenous Company and their alliances with duly signed binding Agreement by the CEO of both parties.
· Provide a project-specific training, man-hour budget kill development and technology transfer plan tar Nigerian personnel or indigenous business including evidence of past performance on training and development for Nigerians nationals and indigenous business. Plan for sponsorship of Nigerians to acquire competence and/or certification. Further development of local employee as professionals. Proposed training plans for Nigeria on the project including a brief training outlined OEM products, engineering, software & hardware, project management, procurement construction, installation, start-up and commissioning, maintenance, testing and operations.
· Submit binding agreement for the sourcing of Barite and Bentonite from local milling plants & manufacturers.
· Make commitment to transfer technology, employment generation and competence development.
· Provide evidence of an understanding of the local business environment & existing relationships with Nigerian enterprises & suppliers.
· Identify Nigerian scope of work as a percentage of the total work scope. Description of all work activities that contractor proposes could be accomplished using Nigeria resources as well as name and address of potential companies to be used as subcontractors. Past experience listed where applicable. Maximizing Nigerian Content is a key work priority.
· Describe work which will be executed by the applicant using its own resources.
· List of all work which will be carried out by Nigerians and domiciled in-country, in accordance with Nigerian Content Directives divided into the various categories.
· Describe work which will be sub-contracted, giving the scope of such sub-contracts and the names address and location of the proposed sub contractor and/or details of scope of work for indigenous services & local 3rd business that would support the contact
· Submit the overall list of consumables, goods, products, raw materials & chemicals, tools and equipment to be poured and used in the execution of this contract and identify in tabular form those that are of Nigerian origin and propose suppliers.
Non-compliance with Nigerian Content is a Fatal Flaw.

1.0 INTRODUCTION
The Nigerian Petroleum Development Company (NPDC) Limited, a subsidiary of Nigerian Petroleum Corporation (NNPC) intends to pre-qualify companies for the under listed works under the Egbema/Egbema-West Field Operatorship transfer arrangement.
PROCUREMENT AND FACTORY-COATING OF 2,500 NOS JOINTS OF 4-INCH NOMINAL DIAMETER SCHEDULE 40 LINE PIPES
2.0 SCOPE OF WORK
The scope of work shall include but not limited to the following:
2.1 Procurement and Factory Coating of 2,500nos Joints Of 4-Inch Nominal Diameter Schedule 40 Line Pipes
2.1.1 Procurement of 2,500 Nos joints of 4″ schedule 40 line pipes
2.1.2 Transportation and DDP (Delivery Duty Paid) delivery of the procured line-pipes to coating of crating y.ird in Nigeria.
2.1.3 Coating of line pipes with polypropylene
2.1.4 Transportation of coated line-pipes to Client’s warehouse at Onne Port, Port Harcourt. Rivers State.
3.0 PRE-QUALIFICATION:
Interested prospective Companies to be qualified to tender for subject scope of works are requested i.wto for subject scope of works are requested to provide
following information for consideration.
3.1 Evidence of registration as a corporate body to practice in Nigeria.
3.2 Evidence of registration with Nigerian Petroleum Development Company Limited or any other Subsidiary of NNPC.
3.3 Directorate of Petroleum Resources (DPR) permit to practice as an oil and gas industry servicing Company.
3.4 In case of joint venture, Tenderer should provide copy of the joint venture agreement detailing the interests of each of joint venture parties.
3.5 Details of Company’s Health, Safety and Environmental Policies and Procedures, together with HSE Management System and records in the past three (3) years.
3.6 Details of Company’s Community Affairs Policies/Programmes and records for the past three years.
3.7 Evidence of Nigerian content strategy plan
3.8 Financial capability/Evidence of capacity to Produce First Class Bank Guarantee/Performance Bond.
3.9 Company’s general structure and organization with particular emphasis on branch of the activity pre-qualified.
3.10 List of personnel resources currently deployed in the Company including their specialization, qualification and assignment.
3.11 Details of relevant verifiable experience on similar works of similar characteristics that the Company has undertaken as a major contractor in the last five (5) years with Dates, Values and Locations.
3.12 Description and specification of equipment currently owned by the company which has been deployed on past similar works together with proof of ownership
3.13 List of available offices, Yards and other Resources to support operations.
3.14 References of at least two major Clients that can be contacted for Information pertaining to Conduct/Performances.
3.15 Company’s .audited accounts for the past three (3) years, Tax Clearance Certificate and evidence of VAT registration and remittances.
3.16 All relevant Information concerning Contacts, Telephone (GSM), FAX, E-Mail of the representatives.
3.17 Names of officers with the Power of Attorney assigned to interact with NPDC on the bid proposals and or as notice person(s).
3.18 Any additional information that will enhance the potential of the Contractor.
3.19 HSE Management Policy statement and performance in the last three (3) years including Health Hazard Report.
4.0 NIGERIAN CONTENT:
Pursuant to NNPC and Federal Government Policy to provide opportunities for Nigerian companies and the development of local expertise, all the applicants must comply fully with the Federal Government preference to Nigerian based companies or Foreign companies with Nigerian affiliate which demonstrate willingness to execute the project to the satisfaction of the Nigerian content requirements and guidelines.

· Submit the project key personnel manning plan, the job positions and skill area in the overall job position/ key personnel matrix that would engage Nigerian national directly on this contract and those that will engage other nationals (include as a table the list of all skilled positions and skilled personnel and identify their manning nationality).
· List of all work which will be carried out by Nigerians and domiciled in-country, in accordance with Nigerian Content Directives, divided into the following categories:
· Work which will be executed by the Applicant using its own resources.
· Work which will be sub contracted, giving the scope of such sub contractor and the names and locations of the proposed sub contracts and/or details of scope of work for indigenous services & local 3rd party business that would support the contract.
· Percentage of the entire scope of work for the contract that would be executed using resources of Nigerian origin (include as a table the detailed list of the scope of work and identify the proposed resources for executing the scope and country of its origin).
g. Provide a project-specific training man-hour budget, skill development and technology transfer plan for Nigerian personnel or indigenous business including evidence of past performance on training and development for Nigerians nationals & indigenous business. Plan for sponsorship of Nigerians to acquire competence, and/or certification. Further development of local employees as professionals.

h. Furnish company NCD policy/strategy. Demonstrate legislative & regulatory awareness relative to Nigerian content.

1.0 INTRODUCTION
Nigerian Petroleum Development Company Limited (NPDC) plans to drill and complete some wells in OML 119 which is a shallow offshore terrain programmed for 2009/2010).

3. PRE QUALIFICATION REQUIREMENTS
Only qualified companies backed by proven related experience shall be invited to competitively tender for the above listed services/supply. To qualify for consideration, potential bidders are required to submit three (3) sets of pre -qualification criteria as listed below with each chapter separated by dividers. In addition to the hard copies, prospective Contractors shall provide one (1) electronic copy (CD ROM) of the Pre-qualification documents).
Please note that failure to submit any of the under-listed documents may compel disqualification of the applicant.
· Company profile: Evidence of contractor’s registration in Nigeria, Contractors legal status and profile including Nigeria shareholding,
· Contractor’s general structure and organization, Including the branch dedicated to such activities.
· DPR registration certificate for services applied.
· Audited account for the past three (3) years including evidence of payment of statutory (especially companies’ income tax, for companies operating in Nigeria).
· Bank reference(s) for reputable bank(s)
· Evidence/certification of performance of similar services in the Nigerian Oil industry, in the last two (2) years
· List, description and specification of equipment currently owned employed by contractor, which will be utilized in execution of the contract.
The Pre-qualification document which should be submitted in triplicate through courier services, must be sealed and marked “Confidential” NPDC OML 119 Pre-qualification 2009/2010 (specify the exact serviced applied for) at the top right corner of the envelop, and should reach the address given below on or before 7th September 2009.

iv. This invitation for pre-qualification shall not be construed as a commitment on the part of NPDC, nor shall it entitle interested companies or any of their shareholders or associates to make any claims whatsoever and/or seek any indemnity from NPDC and/or any of its associates or shareholders, by virtue of such interested company having responded to this invitation.
v. All expenses incurred in the preparation and submission of any response to this notice shall be borne solely by the interested company.
