INVITATION TO TENDER FOR THE SUPPLY OF GOODS FURNISHING MATERIALS, OFFICE EQUIPMENT, COMPUTER LAPTOP, ICT NETWORKING AND PRODUCTION OF TOURISM MATERIALS
The Federal Capital Territory Administration (FCTA) through the Social Development Secretariat is embarking on the Supply of Goods/ Furnishing Materials, Office Equipment, Computers, ICT Networking and production of Tourism materials. It is therefore inviting interested companies to submit both Technical and Financial bid for the project.
2. SCOPE OF WORK:
The scope of work consists of the following;
LOT 1: Procurement of Office Furniture and Equipment for Tourism Development
LOT 2: Production of Tourism Promotional Materials for Tourism Development
LOT 3: Networking of finance Development
LOT 4: Installation of Accounting Software in accounts Division
LOT 5: Procurement of Office Equipment
LOT 6: Procurement of intervention kits
LOT 7: Procurement of Vendors /GSM Stands
LOT 8: Procurement of Multipurpose Kiosks
LOT 9: Procurement of Sport Equipment
LOT 10: Procurement works on Electrical Installation at the Women Development Centre
BRIEF DESCRIPTION OF WORKS UNDER LOT 3 & 4
Development and Installation of Peachtree Accounting Package/software applicable on a single system or across a network of perform the following tasks effectively;
· Budget Monitoring & Evaluation
· Electronic Expenditure Control form (ECF)
· Electronic Payment Vouchers
· Electronic Payment Mandate Preparation
· Bank reconciliation Module
· Final Account Preparation
· E-mail payment platform (LPO)
Supply and installation of VSAT internet equipment with C-Bank Accessories and Cisco IP phone, ICT capacity Building (Training of Staff/Designated IT Personnel)
3. BIDDING QUALIFICATION & TECHNICAL REQUIREMENTS:
Interested companies are invited to submit the following documents and all originals to be presented for sighting during the tender opening:
i) Evidence registration with the Corporate Affair Commission (CAC) Articles and memorandum of Association and Up-to-date Returns with the CAC
ii) Evidence of income Tax Clearance for the last three (3) years and TIN
iii) Firm’s Audited Account Report for the last three (3) years by chartered accounting firm and Reference Letter from a Bank.
iv) Full details of the company’s profile indicating the list of key personnel to be attached to the project, stating their roles, designation, qualification and experience. Enclose photocopies of professional certificate and curriculum Vitae (CV) where applicable. The company’s name legal, status verifiable contact address e-mail telephone numbers and website (if any) are essential (relevant to Lot 3 and 4 only)
v) Verifiable evidence of similar jobs successfully executed within the last three (3) years.
vi) Sworn affidavit:
a. Disclosing whether or not any officer of the FCTA / FCDA is a former or present director shareholder or has any pecuniary interest in the Company
b. Confirming that none of the company’s directors has been convicted of criminal offence in any court of law
c. Confirming that all information presented in the company’s bid are true and correct in particulars
vii) Comprehensive work plan, Methodology and Technology capacity for performing the respective items stated in scope of work for the ICT project (relevant only to items 3and 4 above)
viii) Comprehensive analysis and detailed breakdown to support financial amounts quoted for in respect of bill of Quantities Lump sum items (L/S) Lot 3 & 4.
3. COLLECTION OF TENDER DOCUMENTS
Any interested company shall collect tender document from Office of the Secretary Social Development Secretariat, Cyprian Ekwensi Centre, for Art & Culture, Area 10, Garki Abuja, upon the presentation of evidence of payment N10,000.00 Ten Thousand Naira only non-refundable tender fee (pre lot of interest) to the Treasury account No 051503010000426 at Fidelity Bank, Central Area Abuja.
4. SUBMISSIONS
The qualification and Tender documents shall be submitted in three (3) copies (one original and two other copies) with all pages duly endorsed by the bidder and thereafter be sealed and labeled (Technical and financial Bids as appropriate) separately, and the two envelopes be put In another envelope that shall be sealed and labeled as Technical and financial Bids for (title of procurement) Lot and delivered by hand to The Secretary, FCT Tenders Board Secretariat FCT Archives & History Bureau Behind AGIS Building, Area 11, Garki Abuja, On or before12:00noon, 13th August 2009. The Opening at 2.00p.m in the same venue.
NOTE:
· Any bid price of N50 Million and above shall be accompanied with Bid Security in the sum of 2% of bid price from a reputable Nigerian Bank
· The eventual winner of the bid shall be requested to submit Performance Guarantee in the sum of 10% of contract sum as a precondition for award of contracts it advance payment will be required.
· All bids will be opened on the same day In the Office of the Secretary, FCT Tenders Board, Area 11, in the presence of all bidders or their representative in attendance.
· All prospected bidders would be required present a practical demonstration of the Accounting software being bided for before the bid evaluation committee as an aspect of Due Diligence. This practical demonstration will be critical in the selection of successful bidder (Lot 3 & 4 only)

INTRODUCTION:
The Shell Petroleum Development Company Of Nigeria Limited (SPDC) hereby reputable Low Voltage Electrical Engineering Contractors, with proven experience of undertaking UPS Project and registered to do business in Nigeria Oil & Gas industries, to apply to be considered for inclusion in the bid list for Corporate UPS Procurement installation & Commissioning for SPDC infrastructure in East & West Industrial Areas. The Work scope includes but not limited to-
1. Design and production of SHELL approved drawings for the UPS system to conform to the specification stated in DEP with adequate consideration to the service condition main electricity supply Voltage & frequency
2. Supply and installation of UPS machines (5KVA-100KVA AGE/STAFF, EMERSON MERLIN GERIN & SILCON/GUTOR of Manufacture listed In Shell approved Electrical Equipment Vendor list) for SPDC infrastructure.
3. Supply and installation of (HAWKER, ENERGY, MARATHON, VARTA, HOPPECKE, YUASA) Valve Recombination Leod-Acid (VRLA) batteries with nominal capacity to achieve 30minutes autonomy (of Manufacture, Type & Location listed in Shell approved Electrical Equipment Vendor list) and associated accessories for the UPS machines.
4. Supply and installation of (120-400KVA (MERIN, GERIN) UPS system (of Manufacture, Type &, location listed in Shell approved Electrical Equipment Vendor list) for SPOC critical facilities
5. Supply and installation of (300-400KVA (MERIN, GERIN) Isolation Transformer (of Manufacture, Type of Location listed in Shell approved Electrical Equipment Vendor list) for SPOC critical facilities
6. Supply and installation of 250A (ABB, EATON/HOLEC & MERIN, GERIN) Power Manufacture, Modules for SPOC critical facilities
7. Construction and upgrade of UPS equipment & battery rooms in accordance with DEP and shell recommended standard for good design and engineering practice.
8. Purchase of adequately rated PVC/SWA/PVC/600/1000V armoured cable & rubber insulated cables.
9. Supply and installation of (100-400KVA) (Watford UK & SIEMENS) stabilizer with all the accessories for surge protection.
10. Mechanical and Electrical works associated with the installation of UPS and associated accessories.
11. Commissioning of the installed equipment by the manufacturer’s certified engineer.
12. Production of soft and hard copies of design drawing with subsequent update to as-built drawings.
13. Provision for sports for 2 years operation.
14. Training of staff & Local content development
COMMENCEMENT:
The expected commencement date of the project is Quarter 1, 2010.
COMPLETION
The expected completion date of the project is Quarter 1, 2010.
Preference would be given to Nigerian Major Companies the possess adequate experience and expertise in the Law Voltage UPS project and are committed to including local Nigerian firms in their execution strategy. Companies that are structured simply as agencies will be excluded. Only pre-qualified Companies will be invited to submit technical bids.
PRE-QUALIFICATION
Only Pre-qualified Companies shall be invited to competitively tender for the subject project.
Interested applicants are required to submit responses, which addresses the pre-qualification requirements. Failure to submit the required document will automatically disqualify the applicant. Pre-qualification document will as a minimum address the following requirements in chapters separated by dividers:
1. Company’s legal status; country of incorporation and country of residence
2. Company’s profile including Nigerian shareholding and details of any technical support relationships with foreign companies only. In case of Joint Venture agreement stating interest of each of the Joint Venture Partners.
3. Company general structure and organization including evidence of Nigerian Department of Petroleum Resource Registration with details of specific areas of registration.
4. Certified Health, Safety and Environment, Policies, certified HSE monitoring record in last three (3) years and records of HES performance in the last three (3) years.
5. List of personnel resource current engoged and deployed in the company, including their specialization, qualification and assignment.
6. Company Federal Ministry of Power Sleet, Electrical inspectorate License for IV Electrical Works.
7. Description and specification of equipment currently owned by the company, which have been deployed in past similar works, together with proof of ownership and inspection.
8. Details of relevant verifiable experience of similar works and of similar characteristics that prequalifies has undertaken as main contractor in the last five (5) years
9. Provision of endorsed copy of Company’s Corporate Quality Control (QA/QC) policy and plan which should including QA/QC method statement and execution plan specific to this services, evidence of retainership clinic arrangement and workmen compensation insurance policy).
10. Reference of two or three major clients that con be contacted for information and reference.
11. Provide last three (3) years (2005, 2006 and 2007) certified Company audited account records and current tax clearance certificates.
12. All relevant information concerning Company’s telephone fax e-mail and that of their authorized representative.
13. Evidence of financial capability /support from a reputable Bank in undertaking is contract.
NIGERIA CONTENT DEVELOPMENT STRATEGY
Pursuant to SPDC and Federal Government Policy to provide opportunities for Nigerian contractors and the development of local expertise, all the applicants must comply fully with the Federal Government preference to Nigerian based companies or foreign companies with Nigerian affiliate, which demonstration willingness to execute the project to the satisfaction to the Nigerian Content requirements and guidelines. Each applicant is enjoined to avail themselves of the Federal Government Directives on Nigerian Content for full compliance.
Shell Petroleum Development Company on behalf of Joint Venture partners is committed to fully comply with the Federal Government Directives on Nigerian Content of Target of 45%and 75% by year end 2007 and 2010 respectively. In maximizing the local content of this project pre-qualifiers are requested to give full details of their strategy for the local content implementation in order to comply fully with the Federal Government Directives on Nigerian Content. Plan to include:
· Furnish Company NC policy/ strategy. Demonstrate awareness of legislative & regulatory provisions as is concerns Nigerian Content.
· Company’s Nigerian Content Manager (if any) with appropriate experience, qualification, clear responsibilities & targets.
· Make commitment to transfer technology, employment generation and competence development.
· Provide evidence of an understanding of the local business environment & existing relationship with Nigerian enterprises & suppliers.
· Provide evidence of success in nurturing Nigerian Content to previous project.
· Make available existing initiative to develop indigenous companies (for indigenous Companies in Partnership with Multinational Companies registered in Nigeria).
· Provide evidence of an existing/established presence in Nigeria or plans to establish a presence.
· Provide address and location(s) of Project Management team, Design & Engineering activities and procurement centre for the subject project. Also to be provided is details and evidence of facilities and infrastructures.
· Provide location(s) of fabrication & construction works for subject project
· List of materials that will be sourced locally and percentage to overall materials to be purchase for the project.
· Identify Nigerian scope of work as a percentage of the total work scope.
· Evidence that IV cables and switchgears, Power distribution Panels etc will be sourced from local manufacturers /distribution in accordance with shell commended standards for good design and engineering practice.
· Provide contractor subcontracting plan where are applicable.
· Training plan for Nigerian
· Furnish details of company ownership and share holding structure. Also submit with this tender copies of company Corporate affair for CO2 and CO7.
Non-Compliance with the Nigerian Content is a “FATAL FLOW”
Only indigenous Contractors or indigenous contractors with genuine alliance with Nigerian registered multinational companies are qualified to bid.

The Shell Petroleum Development Company Of Nigeria Limited (SPDC) hereby invites reputable Quality Assurance/Quality Control Contractors, with proven experience and registered to do business in Nigeria Oil & Gas industries, to apply to be considered for inclusion in the bid list for provision of Quality Assurance/Quality Control QA/QC inspection services.
SCOPE OF WORK
The work/ services to be provided in this proposal shall include but not limited to provision of suitably qualified/ certified personnel for quality control & inspection services, covering mechanical, electrical, instrumentation, civil and HSE. The scope of envisaged services will include:
· Quality Control inspection at work sites,
· Assessment of contractor quality plans
· Pre-mob reviews of contractor QMS
· Workshop fabrication quality inspection
· Statutory inspection and certification of pressure vessels, tanks, relief valves, piping System etc.
· Verification of contractors’ compliance with approved specifications and procedures. Certify, audit and monitor the performance of companies providing NDT services to SPDC, including their procurement, storage, transportation, use and disposal of radioactive sources.
· NOT, structural, mechanical, civil, soil and other qualify / integrity tests, etc
· Monitoring and reporting of Non conformance and corrective action.

REQUEST FOR THE PROPOSAL FOR THE CONDUCT OF RESEARCH ON STAKEHOLDER ROLE AND HEALTH SYSTEM ANALYSIS IN RELATION TO NIGERIA’S POLIO ERADICATION PROGRAMME (KANO, KATSINA, ZAMFARA STATES)
The National Primary Health Care Development Agency (NPHCDA) is a parastatal of Federal Ministry of Health and a cooperate body charged with responsibilities of providing support to the National Health Policy through reviews and implementation processes, providing technical support to the planning management and implementation of Primary Health Care in Nigeria promoting Health manpower development mobilized resources, nationally and internally for the development of Primary Health Care in Nigeria and to providing support monitoring and evaluation of the National Health Policy, among others.
Nigeria is one of the four remaining Polic-endemic countries. The agency countries to provide support to State and LGAs towards the interruption of the transmission of the Wid Polio Virus (WPV) and subsequent eradication of Poliomyelitis disease. But this can only be achieved when all eligible children (age 0-58 months) are consistently reached and administered with the Oral Polio Vaccine (OPV) with current with significant progress being made by NPHCDA and stakeholder, it is desirable to appraise and further understand the roles and practices of stakeholders as well as Health System Factors with overall objective of improving programme performance and eventual eradication of Poliomyelitis diseases in Nigeria.
To this end, NPHCDA, hereby requests for proposals from competent firms that have the capability and desire to implement the study in the northern State Kano, Katsina, Zamfara, on the following research components (as a unit):
1. Qualitative Assessment of Stakeholder Roles and Practices
2. Health System Analysis
The firm or, consortium of firm must have demonstrable experience of conducting similar studies in Nigeria and other Sub-Saharan African Countries; Research on large programmes, especially in the area of Immunization and should possess a good understanding of the Nigerian Health System and Stakeholders, Documented evidence of relevant experience will be required.
