PROVISION OF PRESSURIZED HABITAT & SCAFFOLDING ENGINEERING AND SUPPLY SERVICES FOR BONGA NORTH WEST FIELD DEVELOPMENT PROJECT
Shell Nigeria Exploration and Production Company Limited (SNEPCo) is the operator of the Bonga Northwest field development project in Oil Mining Lease (OML) 118 in deep offshore Nigeria. The project will consist of subsea product and water injection development wells with modification works on the Bonga Floating Production Storage and Offloading (FPSO) unit to facilitate tie-in. in-field flowtines will connect the wells to the existing production manifold. The correct functioning of the subsea equipment will be assured by electro-hydraulic umbilical running from the FPSO to the subsea control units. SNEPCo is seeking qualified contractors for the provision of Pressurized Habitat & Scaffolding Engineering And Supply Services on the Bonga FPSO to support the Bonga Northwest field development Bango FPSO is located 120 kilometer offshore Nigeria in water depths of 1000 meters, SNEPCO hereby invites submissions for the pre-qualification from reputable and sound companies (herein referred to as Respondent”) having proven experience and expertise aforementioned work in similar environment.
SCOPE OF WORK
The scope of work (The “Work”) in the Pressurized Habitat and Scaffolding Contract is as follows:
1. Design engineering procurement of equipment and material as require for the provision of the pressurized welding habitats, Provision of gas and flame detectors, automatic and remote monitoring/control system, sate ventilation systems, hazardous area rated electrical equipment . 2-way radios, calibration kit. emergency shutdown stations and carpenter tool house
2. Provision of certified manpower for the assembly/construction of the various Pressurized Habitat units and monitoring personnel as required during welding operations within the units
3. Provision of Scaffold and fastening materials (5 mater high)
4. Provision of certified manpower for the assembly /construction of the various scaffold personnel as required.
5. All project management services and logistics infrastructure as required to support the offshore work
PRE-QUALIFICATION REQUIREMENTS
Only those Respondents that is able to demonstrate and document their proven experience available resources and readiness to undertake the Work will, be considered. The following criteria apply:
· Responded must demonstrate ability to manage Health Safety, Security Environment
· Respondent needs to have recent and relevant experience in the Work, having executed within the last Five (5) years at least Three (3) contracts with similar scope of work and environment where Respondent was/is responsible for all of engineering, project management, procurement and constriction of above mentioned equipment.
· Respondent must express willingness to comply with the requirements of the Nigerian Content Directives of the NNPC-
· Respondent must be willing and able to provide audited accounts.
· QA/QC Management
Respondents should provide the name and full contact information for the officer in their Company who has responsibility for responding to any potential Invitation to tender. In the event that respondent satisfies the requirements of the Pre-qualification respondents shall also provide a duly authorized and certified power of Attorney for the said individual verifying their authority to act on behalf of and to bind the respondent in all matter related to the pre-qualification.

SECTION 3-OVERVlEW OF RESPONDENTS CAPACITY AND CAPABILITY

SECTION 4 NIGERIA CONTENT (IN-COUNTRY CAPABILITY)
Pursuant to SNEPCo and Federal government Policy to provide opportunities for Nigerian contractors and the development of local expertise all applicants must comply full with the Federal Government preference to Nigerian based companies or foreign companies with Nigerian affiliable which demonstrate willingness to execute the project to the satisfaction of the Nigeria Content requirements and guideline. Each applicants is enjoined to avail themselves of the Federal Government Directives on Nigeria Content for full compliance Shell Nigeria Exploration and Production Company is committed to fully comply with the Federal Government Directives on Nigeria Content of target of 70% by year-end2010. In maximizing the local content of this project pre-qualifiers are requested to give fully details of their strategy for the local content implementation in order to comply fully with the Federal Government Directives on Nigeria Content. Specifically the Contractor shall:

CALL -OFF CONTRACT FOR SEABED SURVEY SERVICES (GEOPHYSICAL BATHYMETRIC AND GEO TECHNICAL)
INTRODUCTION
Shell Nigeria Exploration and Production Company Limited (SNEPCo) invites interested reputable Contractors with relevant verifiable experience and capability to apply for pre-qualification for consideration to tender for a call-off Contract for Seabed Survey Services (Geophysical, Bathymetric and Geo technical).
SCOPE OF WORK
In support of SNEPCO Exploration and Production activities the following services are required using suitable equipment in water depths > 1000m are as follows-
· Drilling Site Surveys
· Field Development Surveys
· Debris Surveys
· Ad-Hoc Specific Survey Requests
In providing these services SNEPCO is interested in companies or partnerships that will aid the development of local expertise in this specialty in the following areas:
· High Resolution Multi-channel Digital seismic survey, (2D & pseudo 3D).
· Analogue/Digital Data Acquisition.
· Geotechnical Services for Near shore and Deep water activities using both Contractor and Company provided platforms.
· Autonomous Underwater Vehicle (AUV) platforms with installed and integrated systems.
· Remote Operated Vehicles (ROV) platforms with installed and integrated
Systems.
The term of the contract will be two years with an option to extend for one year. It will be a requirement that all data processing, (including laboratory analysis of geotechnical samples) and interpretation will be completed in Nigeria.
Please note that contractors can offer to prequalify for the provision of all or part of the above required services. The prequalification categories are:
- Geophysical surveys (Covering drilling, development and debris survey.)
- Geotechnical surveys (Covering field development surveys)
- ROV Surveys (For the inspection of seabed features}
PRE QUALIFICATION REQUIREMENTS
In order to be technically pre-qualified for participation in the tender process, interested Companies must demonstrate ownership of requisite equipment (Vessel, survey equipments etc), facilities in Nigeria and availability of properly trained personnel to provide the required services outlined in the scope of contract and within the required schedule. Only contactors meeting our specific requirements shall be invited to submit technical and commercial competitive bids, SNEPCo may inspect the facilities of the pre-qualified Contractors before recommendations are given to proceed to the next stage of the tender.

Invitation for prequalification for the Provision of Environmental Services
1. INTRODUCTION
Sahara Energy Exploration & Production Limited (SEEPL) is the Operator of OPL 284 Deep Offshore Block, under a Production Sharing Contract together with Lotus Energy and BG Nigeria Limited.
SEEPL intends to carry out environmental monitoring activities within the assets location preparatory to undertaking seismic data acquisition and commencement of drilling activities. Interested and reputable contractors with suitable experience in the provision of Environment Services in deep offshore areas are therefore invited to apply for prequalification.
2. WORK SCOPE
Interested and reputable Indigenous Nigerian contractors and or indigenous Nigerian contractors with valid binding agreements with foreign partners/contractors shall be to provide Environmental Services meeting the following minimum requirements:
v Pre-drill Environmental baseline surveys/EIA: involving: a block-wide sampling station /points: Wet and Dry Season Seabed, Surface and Water Column sampling: Laboratory Analysis, Baseline Report Development and EIA Report meeting Nigerian Regulatory and International Standard including the provision of all associated marines services
v Post-drill Environmental surveys: involving: 1-season surface and water column Sampling; Laboratory Analysis and EBS Report development that meet Nigerian Regulatory and International standards
v Conduct of Environmental Impact Assessment Studies for Seismic Data Acquisition and development of EIA Report that meet Nigerian Regulatory and International Standards
v Conduct of EIA Studies for Field Development and Operation and development of EIA Report that meet Nigerian Regulatory and International Standards,
v Optional provision of fit for purpose marine survey vessel
· Commencement Date: Q4 2009
· Term: 2 years with possibility of extension for an
additional 1 year.
3. QUALIFICATIONS
Only companies with a proven track record in the provision of the above Environmental Services and who are capable of meeting the above outlined scope of work to the highest standard in the offshore hydrocarbon exploration, appraisal and development industry will be considered for participation in a competitive tender exercise.
As such, respondents are requested to provide evidence of prior experience and ability to deliver the above outlined scope of work by providing detailed responses to SEEPL prequalification questionnaire.
4. NIGERIAN CONTENT REQUIREMENTS
In addition to evidencing the ability to deliver the work scope as set out above, and providing the information requested in the SEEPL Prequalification Questionnaire, interested parties are required to submit all relevant information establishing their ability to operate in Nigeria including Nigerian Content details reflective of the following.
In line with the Government of Nigeria Directives on Nigerian Content targets of 45% by year end 2006 and 70% by year end 2010, respondents should include in their Prequalification documentation, Nigerian Content plans on how to meet the government targets. The plan should include equipment, materials and goods that are to be sourced locally on this project. Nigerian professionals-skilled and unskilled personnel to be engaged on this project-verifiable evidence of an existing/established presence in Nigeria, and/or a plan to establish a presence in Nigeria for example: availability of office, training and local support facilities,
Respondents should include in their Pre-qualification documentation the following information:
v Evidence of ability to comply with the provisions of the Cabotage Act where vessel provision is required;
v Where a company is in a JV, partnership or consortium-evidence of such a relationship in a Form /MOU/ Pre-Bid Agreement, signed by the Chief Executive of both companies and partners.
v Where the Management Team and Engineering & Procurement centre would be located in Nigeria.
v List of equipment, materials, and goods that are to be locally sourced on this project.
v How they intend to source and employ qualified Nigerians.
v Its plans to maximize the use of Nigerian resources on this project.
v Evidence of Workshop, Offices, warehouse, and maintenance facilities in Nigeria.
v Valid DPR permit, Certificate of Incorporation and tax Clearance.
v Evidence of valid, or intended , subcontracts with Nigerian business and the nature of the services provided;
v Detailed training and understudy programmes to maximise utilization of Nigerian personnel in all areas of operations, including detailed training plans
Please note that:
v In accordance with NAPIMS directives, it is intended to apportion any compensation due in the event of contract award on the basis of a maximum 60%/40% USSS/NGN split.
v Non Compliance with Nigerian Content will lead to automatic exclusion.
v Lack of complete information may disqualify a respondent and SEEPL may also disqualify any company which is delinquent in the payment of Nigerian taxes.
5 COLLECTION OF PRE-QUUALIFICATION QUESTIONNAIRE
Interested companies are required to download the following document through the NipeX portal system

6. SUBMISSION OF PRE-QUALIFICATION DATA PACKAGE
One (1) original and Two (2) copies of the prequalification responses and all inclusions and supporting documentation shall be marked and submitted to the address below:

Submission shall be processed in the same manner as Sealed Bids for procedural purposes,
In no way whatsoever shall receipt of the submission commit or obligate SEEPL to include any company on any Bid List nor to award any contract to any company and/or associated companies.
The closing date for receipt of the submission is 1500 hours on 13th August 2009.
This is not an invitation to Tender (ITT).
Only short listed companies will be invited to tender after the Pre-Qualification process is completed.
Neither SEEPL nor any organisation working with SEEPL, will make any form of payment whatsoever, for submissions presented in response to this notice
SEEPL will deal only with authorized officers of owners/operators for the submission of documentation.
SEEPL will not enter into any correspondence regarding the success or otherwise of the Submission.
