INVITATION FOR PRE-QUALIFICATION: CORPORATE CONTRACT FOR OPERATION & MAINTENANCE
OF LIGHT VEHICLES EAST, WEST & ABUJA – TENDER NUMBER: NG0l003496

Introduction and  Project Outline
The Shell Petroleum Development Company of Nigeria Limited (SPDC) acting as the Operator of the NNPC/Shell/ ELF/ AGIP Joint Venture on behalf of its Joint Venture Partners, hereby invite suitable and reputable contractors to submit pre-qualification documents for assessment for the Corporate contract For Operation & Maintenance of Light Vehicles East, West, & Abuja.

Description of Work/Service:
The work to be performed generally consists of all Works necessary and incidental to:
a)    Maintenance, servicing, repair, recovery, cleaning of all Shell owned medium and light vehicles including accidented vehicles
b)    Work shall be executed in the Eastern Division, -IA Port-Harcourt, Egbema, Kolocreek, Agbada, Imo River, Afam, Okoloma, Gbaran Ubie, Bonny Island, Kidney Island, and any     other locations as instructed by Shell. In the Western division Warri – all field locations including but not limited to Ughelli, Forcadors, Escrovas, North Bank Yakri and Abuja
c)    Provision of suitable and comparable replacement vehicles with or without drivers for vehicles in workshop for routine  and/or non-routine maintenance, icluding accidented     vehicles.
d)    Operation of Shell light vehicle including provision of drivers and or mates for a number of SPDC light vehicles in the Eastern & Western divisions and Abuja. Number of     vehicles to be crewed shall be determined by Shell and may fluctuate on a monthly basis.
e)    Provision of up to date   vehicle particulars/documentation
f)    The contractor shall be responsible for collection and/or delivery of Shell vehicles maintained under the contract between Shell premises and the workshops.

The contract is being  projected to be for a period of three (3) years with an option to extend for another 1 year.

PRE-QUALIFICATION
SPDC hereby invites reputable contractors having experience in the operation and maintenance of Light Vehicles East, West,  Abuja to pre-qualify for inclusion in the  tender exercise. To qualify for consideration, contractors’ notice of intent shall be accompained by the following  information.

1.    Business Registration/Statutory Documents
1.1    Provide copy of Certificate of Incorporation of your company/forms C02/C07/ Memorandum / Articles of Associolion
1.2        Provide Copy of current Directorate of Petroleum Resources Registration
1.3        Provide copy of valid Tax Clearance Certificate for the last three years.
1.4        Provide evidence of current Insurance Coverage to fleet Currently Owned
1 5        Evidence of Company’s legal status.

2.    Contract Execution Plans
2.1    Contractor shall provide method of statements for fulfilling the following elements of the scope of work.
Ability to provide professional drivers & males & their management.
Vehicle technical integrity assurance plan
Competent personnel  (technical and administration)
Working relationship with OEM representatives, for supplies of maintenance parts. (Specify OEM with evidence of agency license).
Vehicle recovery plan.
A good management information system/reporting tools.
Ability to provide temporary replacement vehicles where required.
2 2        Provide Proposal for managing statutory requirements – vehicle particulars & Vehicle accessories.
2.3    provide Plan for vehicle maintenance  and replacement of broken down vehicles.

3.    Facilities/Equipment Availability
3.1    List your Office Locations & Addresses in Nigeria (Port Harcourt, Warri, Lagos and Abuja with proof of ownership
3.2    Provide proof of the availability of maintenance workshop. Specify equipment & tools available in the maintenance workshop. Specify dimensions of the workshop(s).
3.3    Provide comprehensive list of office communication equipment.
3.4    Provide evidence of ownership of lowing truck(s) & medium and heavy trucks for temporary replacement

7.3        Provide Detailed and specific Job Hazard Analysis (must include all activities in method statement in section 3)
7.4     Provide HSE performance statistics plus previous HSE performance awards and recognition from clients with evidences.
7.5        Provide Preliminary contract specific documented HSE Plan
7.6        Provide Land transport Journey-Mgt. Plan,

8.    Nigerian Content Development Strategy
The Shell Petroleum Development Company Nigeria Limited (SPDC) on behalf of the Joint Venture partners is committed to fully comply with The Federal Government     directives on Nigerian Content to provide opportunities for Nigerian contractors and the development of local expertise. Pursuant to the above, Only INDIGENOUS companies     working alone, or as leading partners (i.e. prime or main conductor) In o consortium with foreign firms are qualified to bid for this tender. The Federal Government of Nigeria     Policy and Directives on Nigerian Content Development (“Directives”) mandates that all contracts .« the Petroleum Industry create value in country with target of 70% by 2010     in terms of total monetary  expenditures in country.

SPDC intends to and will expect bidders to comply with the Federal Government Nigerian Content Development Directives of October 13, 2006 [or its. latest  revision)     available at www.nnpcgroup.com and www.nigcontent.com because they constitute a FATAL FLAW in all Contract evaluations. As a result bidders will be evaluated on their     perceived willingness, documented track record, and demonstrated plans to fully comply with the Directives and Company requirements. Failure to fully comply with the     Government Directives or demonstrate commitment to Nigerian Content  Development shall result to disqualification from bidding this contract.

Companies  responding to this advert are required to include in their bids, detailed Nigerian content plan on how to meet requirements. The plan should include the following information.
Demonstrate that entity is an indigenous company or on indigenous company in genuine alliance with a foreign owned or multinational company registered in Nigeria. submit certified true copies of  CAC forms 10, 02 & 07 including company memorandum & article of association and/or evidence of entity’s in corporation, shareholding & ownership structure in Nigeria. Evidence of the Parlnership/JV Agreement with a Nigerian or Indigenous Company with duty signed binding Agreement by the CEO of both parties.
Company Nigerian Content Development policy/strategy demonstrating legislative & regulatory awareness relative to Nigerian content, and o description of how prospective bidder intends to maximise the utilization of Nigerian / Niger Delta human and material resources and services that would be involved in executing the work.
Describe where your contract management team and procurement centre will be located in Nigeria. Please also submit an organization chart to substantiate this information.
Value of the work, that will be executed in Nigeria as a percentage  of the overall proiect scope in monetary detailed breakdown of the components that make up the total percentage.
List of materials  that will be sourced locally, Nigerian/’Niger Delta professionals with relevant experience,  skilled and unskilled personnel employed in your company. Provide evidence (personnel list and positions with organization chart to substantiate) of percentage of management that are Nigerian Nationals and the  percentage of the total workforce that are Nigerians.
Submit the project key personnel manning plan, the job positions and skill area in the  overall job position/ key personnel matrix that would engage Nigerian nationals directly on this contract and those that will engage other nationals.
List of all work which will be carried out by Nigeirans and domiciled in-country, in accordance with Nigerian content Directives, divided into two categories.
-    Work which will be executed by the  Applicant using it’s own resources
-    Work which will be sub contracted, giving the scope of such sub contractor and the  names and locations of the  proposed sub contracts and/or details of scope of work         for indigenous services & local 3rd party business that would support the contract.
Training and competence development plan for Nigerians in the  company and  commitment to transfer technology and employment generation. Evidence of post training in last two years required.
Development initiatives for host community personnel including description of any specific programs in place for transfer of technology and skills.
Detailed description of the  location of in-country committed facilities & infracstructure (assets, equipment/spare parts, technical office, and administrative space, storage workshop, assembly area, maintenance, testing, laboratory, etc) in Nigeria (preferably in Port-Harcourt) to support this contract or submit a credible and verifiable plan towards setting-up.
Details of nominated Nigerian Content focal point with appropriate  Experience, qualifications, clear responsibilities & targets, seniority level in organization, qualifications and membership of  Nigerian trade/professional body, Evidence of an understanding of the  local business environment, success in nurturing Nigerian content on previous project & existing relationships with Nigerian contractors & suppliers, subcontracting relationships and/or partnership agreements, structured list of Nigerian suppliers and services procured from Nigerian companies e.g accounting, legal etc, existing initiatives to develop Nigerian companies.

All respondents to this advertisement are enjoined to avail themselves at the  Federal Government Directives on Nigerian content and ensure full compliance and harmonise with the  local community for capacity building  and youth development as non compliance shall be deemed as “FATAL FLAW”.

INTRODUCTION

Shell Petroleum Development Company Limited (SPDC) invites interested and reputable Contractors with relevant verifiable experience and capability to apply to be considered for inclusion in bid list for supply of 1 set (2pcs each) of 12, 16 & 32 inch Mechanical Connectors for Emergency Repair of gas pipeline.

  • Shipment of connectors to Port Harcourt, Nigeria Optional: Provision of storage facility in Nigeria incl. Inspection & maintenance in the vendor’s yard for 3 years from date of delivery.

REQUEST FOR APPLICATIONS FOR CONSULTANCY SERVICES TO

FACILITATE DEVELOPMENT OF NATIONAL STRATEGIC HEALTH

DEVELOPMENT PLANS AT FEDERAL, STATE AND LGA LEVELS

The Federal Government of Nigeria and its Development Partners intends to engage the services of consultants to provide Technical Assistance to the Federal and State Ministries of Health as well as LGAs for the development of (National) Strategic Health Development Plans (NSHDPs) at LGAs, Stales, and Federal levels.

2. The services include assisting Federal, States and LGAs to:

i. Familiarise themselves with, and be competent in using the National Strategic Health Development Framework (NSHDF) and the tool-kit for the development of the NSHDFs. while relying on existing documents (National and Stale Health Policies, The IMNCH Strategy, the Minimum Health Package, etc, etc).

ii. Prepare a 6-year (2010 2015) Federal and State SHDP aimed at strengthening the health system so as to achieve the 7-Point Agenda of the Federal Government, the vision 20:2020 and the Millennium Development Goals (MDGs)

iii. Facilitate (through SMOH) the LGAs to prepare a 6-year (2010-2015) LGA SHDP aimed at strengthening the LGA health services to reduce burden of diseases, and promote community ownership.

iv. Integrate the LGA and State SHDPs into one coherent State SHOP with responsibilities assigned to various stakeholders.

v. Cost the individual LGA, state and integrates State SHDP using guidelines for costing already developed.

vi. Provide a comprehensive report to the FMOH including the respective strategic health plan at the end of the consultancy services. This report will detail the opportunities and challenges that exit at LGA and state levels and make recommendations for implementation of the eventual annual operational plan that emanates from the State SHDP,

The assignment is expected to last for 3 months.

3. The Federal Ministry of Health now invites eligible consultants to indicate their interest by submitting formal applications with copies of their full CVs, attached. Only shortlisted applicants will be contacted for interview. The applications and CVs must contain detailed information indicating that applicants are qualified to perform the services: including core competencies and years of experience, description of similar assignments executed and that are verifiable, references that can attest to successful completion of similar jobs, and experience in similar conditions Candidates must also indicate 3 states including FCT and/or FMOH in which they would like to provide technical assistance in order of preferences.

4. Consultants will be selected in accordance with the procedure as set out in the 2007 Public Procurement Act, Public Procurement Regulations for Consultancy Services (2007) and Procurement Manual for Public Procurement in Nigeria (January 2008)

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, Issue no. ID-843108 of 9th December, 2004

2. The Government of the Federal Republic of Nigeria has received a credit from the Internal Development Association toward the cost of Sustainable Management of Mineral resources Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for the Procurement of Lapidary and Gemology Equipment.

3. The Sustainable Management of Mineral Resources Project now invites sealed bids from eligible and qualified bidders for the Procurement of Lapidary and Gemology Equipment:

4. Bidding will be conducted through the National Competive Bidding (NCB), a procedure specified in the World Bank’s Guideline: Procurement under IBRD Loans and IDA credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from Sustainable Management of Mineral Resources Project at the address below and inspect the Bidding Documents from 11:00am to 4:00pm Mondays to Friday

6. Qualifications requirements include:

· Evidence of previous supply (sale) of similar Equipment proposed for the last 5 years.

· Audited Financial Statements for the last 3 years to demonstrate the financial capability of the Bidder in terms of Profitability and adequate working capital.

· Additional details are provided in the bidding Documents.

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee N10,000.00 (Ten Thousand Naira) only the method of payment will be by Bank draft in favour of Sustainable Management of Mineral Resources Project. The Bidding Documents will be Collected by the representative of Bidder or by courier services on request.

8. Bids must be delivered to the address below at or before 1:30pm on July 17th, 2009. Electronic bidding will not be permitted. LATE BIDS WILL BE REJECTED. Bids will be opened in the presence of the bidders’ representatives, who choose to attend in person at the address below at 2:00pm on July 17, 2009. All bids must be accompanied by a Bid Security of 2.5% of the bid price.
