Nature of the project
The Obio/Akpor Ultra Modern Market comprise of the followings;
1. 25 Blocks of 40 Lock-up shops each (Storey building)
2. 25 Blocks of 20 open shops each (Bungalow)
Scope of work
All Pre-qualified contractors will be issued tender document which contains the detailed scope of work
Pre-qualification criteria
The following are required of intending contractors:
1. Evidence of registration as a contractor with Obio/Akpor Local Government.
2. Certificate of Incorporation by the Corporate Affairs Commission
3. Evidence of similar jobs done by contractor.
4. Address and office location of the contractor.
5. Company Tax Clearance Certificate for the last three (3) years and evidence of V.A.T. registration.
6. Company profile and curriculum vitae of principal officers of the company.
7. Financial Capacity.
8. Name and address of Bankers and Reference Letter from such Banks.
9. Evidence of payment of N100,000 non-refundable fee for processing and production of pre-qualification documents.
Submission of Pre-Qualification Documents
1. Completed Pre-qualification applications with all supporting
documents should be submitted On or before 13th July, 2009

The Federal Ministry of Tourism, Culture and National Orientation hereby invites reputable and qualified contractors, vendors with vast experience on the project being advertised to apply to be considered in the bid for 2009 General Procurement.

INVITATION FOR TENDER PRE – QUALIFICATION FOR THE SUPPLY OF TURBO
GENERATOR PACKAGES FOR OML 130 - EGINA FIELD DEVELOPMENT (EGI/C119)
Introduction
Total Upstream Nigeria Limited (TUPNI), operator of the OML 130 invites interested and reputable Contractors with suitably qualified employees, equipment, premises and relevant expenence to apply for pre-qualification for consideration to tender for Engineering Procuremen / Construction / Supply and assistance to Commissioning and installation (EPC) of turbo-generator packages to be integrated on a Floating Production storage & Offloading (FPSO) unit. Only capable and reputable Contractors with a proven track record and suitable and relevant experience of similar nature and size are invited to apply for pre- qualification.
The Egina field is located offshore Nigeria at 200 km from the coast and has a water depth of 1,550 metres.
Operator of the OML 1 30 Asse
The Egina Facilities include six (6) Subsea Production manifolds, a net-work of flow-lines and risers, a Floating Production Storage and Offloading unit (FPSO) and an Oil Offloading Terminal.
The EPC contract of the Egina turbo-generators is planned to be awarded before the end of the year 201 0 / beginning of 201 1 , with a delivery of the packages to the FPSO fabrication Yard Site, for their integration, no later than 2 years after the contract award.
Brief description of the work scope:
Contractor shall, among others, provide engineering, procurement, fabrication, packaging, full load test, and transportation to the FPSO fabrication Yard of at least four (4) turbogenerator packages including for each:
· Turbo Generator which delivers approximately 23.9 MWe (30 MVA) of electrical power on site
· An Aero-derivative gas turbine with Dual Fuel SAC as Base Case with DLE as an Option: Use best available technology to ensure full combustion (efficiency 98%)
· A Waste Heat Recovery Unit (WHRU) to extract heat from the hot exhaust gas
· All associated instrumentation, control panels, MCCand Battery system
· Necessary supporting structure frame and all other auxiliaries
· Supply of spare parts for start-up and 2-years running
In addition Contractor will have to provide assistance during the pre-commissioning on
FPSO Yard Site and during the commissioning and start up Offshore of the delivered
packages.
Pre-qualification Documents
General Submission
To qualify for consideration, Contractors are required to supply two (2) sets of the following documentation, with the specific chapters separated by dividers, in the same order as set out here below (a) to (i):
(a) Acover letter summarizing the contents of the prequalification document.
(b) Details of company’s Health, Safety and Environmental Policy and Programme together with HSE Management System. HSE considerations on site, and throughout the requirement are part of Contractor’s responsibility and Contractor must have proven methods for eliminating risks associated with its own scope of services and at interfaces with others. These methods must be clearly indicated..
(c) Safety records detailed for accidents, injuries, damages and summarised for near-misses and LTI’s for the past three (3) years.
‘(d) Copy of Department of Petroleum Resources (DPR) Certificate of Registration for year 2008 or 2009, or evidence of renewal, relevant to the scope of work herein described.
(e) Details of Contractor’s Community Affairs Policy and Programme and records, including copy certificates, awards and the like, for the past three (3) years.
(f) Quality Assurance System certified ISO 9000 or equivalent for operations and maintenance, and relevant to the scope of work herein described,
(g) Details of relevant verifiable experience of similar scope of work as described herein that
Contractor has undertaken in the last three (3) years, inside and outside Nigeria,
(h) (i) Demonstration of Contractor’s ability to carry out the scope of work as described in
paragraph 2 herein
(ii) Provide details of Contractor’s Yard. Quaysides. Workshops. Base Facilities Engineering Offices. Offices. Warehouses. Factories. Equipment and the like required to carry out the scope of work as described herein
(iii) Submit a resources capacity plan and forecast, covering years,2010 to 2014, demonstrating that at present Contractor has sufficient needs to carry out the scope of work as described herein

Nigerian Content
In line with the Federal Government of Nigeria Directives on Nigerian Content target of 70% by year end 2010 and TUPNI genera! con tracting-out policy to maximise Nigerian con tent on the Egina Project, tenderers are to include in their bids a Nigerian Content Plan on how they shall meet this requirement.
(a) Evidence of Contractor’s registration in Nigeria {certificate of incorporation).
(b) Contractor’s general structure anci organisation, including names and curricula vitae of key personnel, indicating Nigerian Nationals on the Contractor’s Board, and identifying, relevant to the scope of work herein described, two Nigerian Director’s,

REQUEST FOR EXPRESSIONS OF INTEREST
This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business No. 655 of May 31st 2005.
The Lagos Slate Government through the Federal Republic of Nigeria has received a credit from the International Development Association (IDA) for the Lagos Urban Transport Project and intends to apply part of the proceeds of this project to cover eligible payments under the contract for the following:
ENGAGEMENT OF A PROCUREMENT CONSULTANT
The scope of services for the Procurement Consultant will include assisting the Procurement unit (PU) in:
Preparation of the Procurement Plan for the Project as the case may be.
Preparation of Request for Proposal Packages (RFP) and reviewing of Technical and Financial Proposals submitted by short listed firms. Evaluation Reports, and
Contract Agreements for all Consultancy Services,
Preparation of Bidding documents and reviewing of Bids submitted by Bidders.
Evaluation Reports and Contract Agreements for all Works Contracts and Goods Contracts
Provision of Procurement Advice and assistance on Project Management as at when necessary.
Responsible for delivery of Procurement Training to project staff.
Resolve any Procurement problems.
Assist the Head of Procurement unit to provide guidance, advice and support to the Managing Director on Procurement related issues
The Procurement Consultant will ensure compliance with World Bank procedures and guidelines in carrying out the assignment. The Procurement Consultant willl also ensure that all outstanding procurement of consultancy services, works and goods are carried out in accordance with the procurement arrangement as outlined in the procurement plan and that the current World Bank Standard Bidding and RFP Documents are used for all programs.
Duration of Assignment
The Procurement Consultant is needed for an initial period of six months on a time based contract. Procurement Consultant will work on a daily basis and will be expected to visit the project office when requested to. This consultancy contract is renewable

A minimum of a Masters Degree in Civil Engineering with relevant experience in procurement work with at least 15 years of working experience (preferably in both private and public sectors) of which a minimum of 7 years in World Bank Procurement Policies, Process and Practices will be required. Accompanying the expression of interest of the Individual Procurement Consultants a comprehensive CV with detail information on past relevant experience including the details of employer(s).
