INVITATION FOR THE PRE-QUALIFICATION AND TENDER FOR THE FENCING OF GUDU CEMETERY IN THE FEDERAL CAPITAL CITY (FCC)

Federal Capital Territory Administration (FCTA), through the Abuja Environment Protection Board is inviting competent and interested companies to submit Technical and Financial Bids for the fencing of Gudu Cemetery.

SCOPE OF WORK

The project involves the- construction of block work fence with metal grili rendered and painted.

PRE-QUALIFICATION REQUIREMENTS

Interested companies must forward copies of the following documents and the originals to be made available for sighting during the Tender opening:

  1. Evidence of registration with Corporate Affairs Commission (CAC) and Articles of Memorandum of Association
  2. Interested companies should have up to date returns with the CAC and be informed that due diligence could be conducted,
  3. Evidence of Audited Account ad Tax Clearance for the last three years
  4. Company’s bank statement for the last 12 months.
  5. List of Key Personnel/Officers to be attached to the project stating their roles, designation, qualification an experience Enclose photocopies of professional certificates where applicable,
  6. List of verifiable documentary evidences of similar jobs successfully executed within the last three years.
  7. List of equipment to be used for the project and their locations, state whether the equipment is on lease or owned.

COLLECTION OF TENDER DOCUMENTS

Interested companies should collect tender documents from the Office of the Director, Abuja Environmental Protection Boar Plot 776 Cadastral A. O., Off Zakari Maimaiari Street, Central Business District. Abuja, upon the presentation of an evidence of payment of N50.000.00 (fifty thousand naira} non refundable Tender fee in certified bonk draft,

SUBMISSION

The Pre-qualification and Tender documents should each be sealed and labeled (Technical and Financial bids as appropriate) separately, and the two envelope be put in another envelope that should be sealed and labeled as- “TENDER FOR THE FENCING OF GUDU CEMETERY”. The Tender documents (financing bid) should be submitted in three (3) copies (one original and two other copies) and all pages duly endorsed by the bidder. The document is to be dropped in: The Tender Box at the office of the Secretary, FCT Tender Board, Room 07, FCT Tender Board Secretariat, Engineering Block Annex, Area 11, Garki, Abuja. on or before 12:00 noon, 1st June 2009 of this invitation (Date) The representatives of the bidding companies are invited to witness the opening of the tenders on the someday in the Conference Room of the Director (AEPB) by 1:00 pm.

Please note that the Companies that participated in the December 2008 exercise are invited to Tender fresh bids but are exempted from paying tender fees.

C. PRE-QUALIFICATION CRITERIA

In order to be considered for pre-qualification, bidders must submit the following:

i) Certificate of Registration with Corporate Affairs Commission.

ii) Evidence of current Tax Clearance for the last three (3) years, valid up to December 31st 2008;

iii) VAT Registration Certificate;

iv) Company Audited Account for the last three (3) years;

v) Verifiable evidence of experience in similar projects, stating the location of the project, the contract sum copies of Letters of award and completion of certificates

vi) Company profile/Resumes showing details of key officers, equipment/machines owned or hired (whichever applicable);

vii) Name and address of bankers, including reference from the bank;

viii) Bidders may submit single or multiple bids grouped as follows: 1 and 4 or 2 and 3 only; and

ix) Bidders should indicate the job category they intend to be pre-qualified for e.g., CATEGORY 2,(2d) Rehabilitation of Roads networks and drainage.

D. VERIFICATION OF CLAIMS IN PRE-QUALIFICATION DOCUMENTS

The bid solicitors reserve the right to verify the authenticity of claims made in the pre-qualification document submitted.

E. SUBMISSION OF PRE-QUALIFICATION DOCUMENTS

The pre-qualification documents should be enclosed in sealed envelopes marked “Nigerian Police Force Millennium Development Goals (MDGs) Projects”, specifying the area of interest where a company is seeking pre-qualification. The envelop should be dropped in the Tender Box located at the Ground Floor Foyer ‘C’ Department Wing. Force Headquarters, Abuja. The Submission of pre-qualification documents commences on Tuesday 21st April, 2009 and should reach the Nigerian Police Force on or before 12.00pm on Monday, 4th May, 2009.

F. OPENING OF PRE-QUALIFICATION DOCUMENTS

INVITATION FOR SUBMISSION OF EXPRESSION OF INTEREST FOR APPOINTMENT AS A CONSULTANT IN RESPECT OF THE IMPLEMENTATION OF ICT INFRASTRUCTURE FOR ARCHIVING AND DIGITIZATION OF FEDERAL CIVIL SERVICES COMISSION RECORD

Background

The Federal Civil Service Commission has the responsibility for the employment of senior personnel for the Federal Civil Service in the Federation it is also responsible for the maintenance of the basic records of these appointees in files located at both the Abuja Head office and Lagos Liaison office. Over the years these records have grown tremendously in volume and are aging, making the existing manual methods of organizing and preserving the records inadequate.

Consequently, the Commission is seeking a qualified and competent consultant to analyze and proffer solution to the Commission’s archiving, digitization and records management needs. This needs analysis will focus primarily on developing new methods for archiving documents and implementation of an archiving, document software. Document sharing and collaboration needs will be a secondary focus.

The results of this business needs analysis along with recommendations and budget implications will be compiled into a Business Requirement Analysis Report which will be used as the basis for Request For Proposal (RFP).

2. Scope of works

The selection Consultant will be required to provide at the minimum the following services and deliverables.

Phase 1

· Review existing Commission’s archiving process

· Conduct a detailed business and use need analysis

· Develop new archiving processes and procedure for the Commission in line with best practices.

Phase 2

· Develop a document and records management software requirement report

· Determine software implementation and integration services requirement

· Specify system hardware and storage requirement

· Provide a .Business Requirement Analysis Report that includes business needs analysis results and recommendation along with technical requirements and cost estimates.

This report will be used as the basis for developing an RFD that will be furnished to prospective vendor. The selected consultant will also assist in the supervision of the project.

3. Selection Criteria and supporting documents

The following present the minimum of criteria for the selection of consultant.

· Company profile giving details of current activities and management structure including evidence of registration with Corporate Affair Commission.

· Evidence of Tax Clearance Certificate for three (3) years.

· Consulting experience in manual and ICT- based archiving system.

· Key Staff of the Consultant must be professionals with at least 10years experience in software development and implementation, Document Management implementation and Business process Re-engineering and Process Documentation.

· Presence of certified professionals who have received professional training from qualified document management vendor, partner or reseller

· Evidence of membership of the Society of Nigerian Archivists.

· A write-upon the understanding of the assignment.
