EXPRESSION OF INTEREST FOR PROVISION OF CONSULTANCY SERVICES FOR CONSTRUCTION, MANAGEMENT AND EQUIPPING OF SKILLS ACQUISITION CENTRES.
The Ministry Of Niger-Delta Affairs intends to undertake the establishment of Modern Skills Acquisition Centres within the Niger Delta region as approved in the 2009 Capital Appropriation. The skills Acquisition Centres will have facilities for counseling, business incubation centre, cafeteria, hostels, staff quarters, library, training in various cadres and fields of endeavors such as acquisition of technical skills in Oil and Gas, Agriculture, Film Academy, Sports, Seamanship, Artisans, Horticulture and Landscaping etc.
2. SCOPE OFSERVICES:
- Consultancy firms are now required to provide the following:
- Conceptualization of model/Service delivery system
- Design of training modules for various skills
- Design of appropriate framework for implementation
- Architectural and Engineering designs of facilities
- Preparation of detailed designs of facilities
- Preparation for complete Tender Documents
- Project/Program me Costing
- Provision of Management Models/Implementation Strategy
- Supervision and project commissioning.
3. LOCATION OF PROJECTS:
One Skill Acquisition Centre per State in the Niger Delta (The Design for all to be the same)
4. REQUIREMENTS
Interested Civil Engineering, Skills Development firm and Property Development firms and /or consortia who wish to participate in the infrastructure development and training modules are required to submit their Firm’s Profile which must include but not limited to the following documents:
(i) Evidence of incorporation of the company with the Corporate Affairs Commission (CAC)
(ii) Evidence of Current Tax Clearance Certificate,
(iii) VAT Certificate and evidence of remittance to FIRS
(iv) Evidence of the firm’s Corporate Registration with the appropriate-Professional body
(v) Details of staff strength including the Curriculum Vitae and profile of key staff
(vi) Details of previous construction undertaken including scope and certificates of valuation
(vii) Clear indication of Head Office address
(viii) Evidence of up-to-date Annual Returns
(ix) Sworn affidavit that the Firm is not bankrupt
(x) Sworn affidavit that none of the directors is an ex-convict or bankrupt
(xi) Evidence of Financial Capacity and Banking support (Bank references, Recent Statement of Account)
Original documents mentioned in paragraph 3(i) – (Hi) above must be produced for sit sighting during opening session.
5. METHOD OF APPLICATION
The Consultancy Services will be executed with strict adherence to all contractual terms in the signed agreement by all partners. All invited consultants will be required to submit Technical Proposal.
The pre-qualification documents must be sealed in an envelope clearly marked “EXPRESSION OF INTEREST FOR PROVISION OF CONSULTANCY SERVICES FOR SKILLS ACQUISITION CENTRE PROJECTS” LOT

6. DEADLINE FOR SUBMISSION

Cbd. Abuja Submission should be made on or before 6th April 2009, 12:00 noon on that date. 2. Scope of Work
The scope of work includes full design of water abstraction with all ancillary with the works installation of storage facilities and Erection of water Tanks and Distribution pipe lines, etc. complete preparation of tender document supervision and project commissioning.

INTRODUCTION
The National Inland Waterways Authority (NIWA), a parastatal under the Federal Ministry of Transport with Headquarters at Lokoja, Kogi State intends to embark on the Construction/Rehabilitation of River Ports, hereby invite application from competent and experienced Companies to submit proposal for the Construction/Rehabilitation work as above.
THE SCOPE OF WORK
The scope of work involves carrying out detailed Construction/Rehabilitation of the River Ports mentioned hereunder;
LOT 1: Rehabilitation of Onitsha River Port
LOT2: Construction of Baro River Port.
Experienced and well qualified Companies are hereby invited to collect the pre-qualification questionnaires/documents from the Office of the General Manager (Engineering), National Inland Waterways Authority (NIWA), Lokoja.
PRE-QUALIFICATION
Interested reputable and competent Consultants are expected to meet the following requirements for pre-qualification:
v Registration Certificate with Corporate Affairs Commission.
v Evidence of qualification and registration with appropriate professional bodies such as COREN, NSE, etc.
v Evidence of similar job done within the past three (3) years.

INVITATION FOR EXPRESSIONS OF INTEREST IN THE ACQUISITION OF AT LEAST 51% EQUITY STAKE IN NIGERIA TELECOMMUNICATION (NITEL) PLC.
1. In line with the on-going Privatization Programme of the Federal Government of Nigeria (FGN), the National Council on Privatization (NCP) through its Secretariat, the Bureau of Public Enterprises (BPE) and Transnational Corporation of Nigeria (TRANSCORP) plc hereby invite prospective Core Group/Strategic Investors to express interest in acquiring at least 51% equity stake in Nigerian Telecommunication plc and its 100% wholly owned subsidiary, MTEL, NITEL was incorporated as a limited liability company in December 1984 and formally commenced operations in 1985. NITEL is currently owned by the FGN (49%) and Transcorp plc, the current manager of NITEL (51%).
2. The Federal Government of Nigeria and Transcorp Plc have agreed to select a new core investor who would have the requisite operational, managerial, technical and financial resources to take over NITEL and MTEL. Consequently, BNP Paribas/Eleda Capital Consortium has been appointed as transaction advisers. HSBC and UBA Capital have also been appointed joint adviser to Transcorp.
3. NITEL commenced cellular operation in 1992. In 1996, the FGN created the Nigerian Mobile Telecommunications Limited (MTEL) to provide cellular services, and thus transferred NITEL’s cellular operations to MTEL. Following the auction of Digital Mobile Licenses by the Nigerian Communications Commission (NCC) in February 2001, NITEL acquired GSM license which it transferred to MTEL, its wholly owned subsidiary, in March 2003.
4. Pre-qualification Criteria To pre-qualify, interested Strategic Investors must be reputable telecommunications operators who are seeking opportunity for horizontal expansion of their operations with proven track record of successful operations and possess verifiable evidence of the following and where the prospective bidder is a consortium of firms , the operation own at least 51% equity interest in the bidding vehicle:
v At least two million fixed or GSM telephone lines installed by one or more telecommunications companies that the Strategic Investor operates or controls;
§ A successful track record of expanding a telecommunication network of fixed or mobile lines.
§ A minimum net worth of at least US $500, 000, 000; and
5. Pre-qualified prospective investors will be contracted shortly after evaluation and provided with Information Memorandum and given access to data of US $25, 000, 00.
6. Expressions of Interest Form; Bidders can download the Expressions of Interest Form and detailed prequalification criteria from the BPE website: www.bpeng.org and www.bpeng.info Prospective investors could also request for the Expression of Interest form to be mailed to them.
