National Programme Analyst, Population and Development ( P& D)-NOB (ICS 09)

Duration: One (1) Year (renewable but subject to satisfactory performance)
Duties and Responsibilities
Under the general supervision of the Resident Representative and the direct supervision of the Zonal Team Leader, Maiduguri Zonal Office, the National Programme Analyst (Population and Development) will undertake the following duties:
- Provides Technical Assistance in the states under the zonal office within the framework of agreed work plans for successful implementation of the population and development component of the UNFPA Country Programme.
- Advises on programme and project implementation, guiding and orienting executing agencies and project personnel and introducing effective modalities and practices of implementation.
- Supports capacity building for staff in relevant government. NGO and CSO institutions in population and development.
- Advises and reports on achievement of programme and project results, proactively measuring substantive progress and the effective utilization of financial and human project resources using appropriate monitoring and measuring mechanisms and tools.
- Creates and documents knowledge by evaluating programmes, projects and ongoing experience for lessons learned, best practices and replicable strategies and approaches and actively shares and applies this knowledge. Creates mechanisms to collect and share knowledge.
- Analyzes population and development issues in states under the zonal office to provide substantive inputs to institutional responses and advocacy strategies taking into account political and social sensitivities.
- Conducts substantive policy/advocacy dialogue with State Government counterparts to facilitate the incorporation of UNFPA’s Programme priorities and ICPD agenda into state plan and strategies.
- Promotes a results based approach and integrates innovative policies and strategies into the design and formulation of country programme action plan based on strategic priorities and responsive to the Government/State’s needs in the areas of RH, P&D and Gender.
- In collaboration with State Government counterparts, NGOs and other partners contributes substantively to the formulation and design of the country programme action plan in line with State Government priorities and according to UNFPA program policies and procedures.
- Analyzes and reports on programme and project progress in terms of achieving result, using existing monitoring and evaluation tools.
- Expedites and coordinates project implementation, establishes collaborative relationships with executing agencies, experts, government counterparts and other UN agencies; and facilitates timely and efficient delivery of project inputs in addition to addressing training needs of project personnel.
- Assists advocacy and resource mobilization efforts of the Zonal Office by preparing relevant documentation, i.e. project summaries, conference papers, donor profile and participating in donor meetings and public information events.
- Conducts substantive policy/advocacy dialogue with Government counterparts to facilitate the incorporation of UNFPA’s Programme priorities and ICPD agenda into State plans and strategies.
- Mobilizes government counterpart obligations and explore opportunities for additional resources in support of Population and Development initiatives in the state under the zonal office.
- Promote UNFPA visibility in the states under the zonal office.
- Perform any other duties as may be assigned by the Resident Representative and/or zonal Team Leader
Qualifications and Experience
The Ideal Candidate must
- Be a Nigerian National (Male or Female)
- Have a Master’s degree in population, demography and/or other relate social science field.
- Possess professional experience of a minimum of 10 years preferably in programme/project management in the public or private sector
- Be experienced in working with government institutions and donor organizations
- Be familiar with issues on population, reproductive health gender and youth.
- Have a strong capability to communicate clearly and concisely in both oral and written English.
