Senior Monitoring and Evaluation Officer

Location: Borno Zone
The Zonal Senior Monitoring and Evaluation Officer, under the supervision of the Zonal Manager, and with technical oversight from the Director of Monitoring and Evaluation, will be responsible for designing and implementing monitoring and evaluation for the zonal office.
Specific Job Responsibilities
- Provide leadership to the zonal level M&E staff and overall guidance on program/project monitoring and evaluation in compliance with the US and Nigeria Government reporting requirements
- Ensure that locally employed monitoring and evaluation staff, consultants and FHI partners understand and can support these requirements.
- Support sites in the zone, including interacting with site program managers, implementing agencies and local research groups on needs
- Work with local partners to develop project monitoring and evaluation plan-and support correct implementation and use of routine data collection tools
- Ensure that data is used to highlight important programmatic gaps and coordinate with facility management and other departments in addressing these gaps
- Ensure that the quality of program/project monitoring and enhanced evaluation in the sites is of international standard and quality by supporting the development and implementation of appropriate mechanisms to ensure quality,
- Build the capacity of local partners in project monitoring and work with program staff and the partners in using program/project monitoring data to modify existing programs and design new programs
- Provide technical support in evaluation research (including sampling strategies, analysis and presentation of data) to the local research groups working on the Secure the Future project
- Remain informed of current issues regarding monitoring and evaluation of programs in the HIV/AIDS/STI fields by reviewing current literature and be alert to any implication of such research for project and program activities.
Minimum Requirements
- Candidate must possess MBBS, MPH or similar degree in monitoring and evaluation or related field
- Should have a minimum of 3-5 years experience in monitoring and evaluation in reproductive health or HIV/A1DS programs in developing countries
- Experience working on the development and implementation of a patient level health management information system, with sound knowledge of statistics and epidemiology
- Experience working with local partners, including local NGOs and CBOs, and knowledge of the local context
- Familiarity with USAID programs is preferred.
