Senior (M&E) Specialist

The Targeted States High Impact Project (TSHIP) is a five-year program focused on the improvement of health systems and the management of health systems in Nigeria. TSHIP is founded by the United State Agency for International Development (USAID) and implemented by JSI Research and Training Institute, Inc (JSI).

The TSHIP Senior M&E Specialist will oversee the daily management of the  M&E activities. The position is based in Bauchi, Nigeria and will report to the Chief of Party (COP).

Responsibilities Include (but are not limited to):

Maintaining the comprehensive plan for M&E implementation;

Planning and implementing project data collection, management, and analysis;

Supporting M&E related capacity-building activities for TSHIP partners;

Monitor the quality and completeness of TSHIP data for documenting project performance and ensuring data use for evidence-based decision making and solve data problems;

Compile and analyze data from each of the project technical areas and support the technical team in presenting recommendations to the COP for improvements in implementation on a quarterly basis;

Oversee development and maintenance of Project database(s) and ensure timely data entry.

Supervise the day-to-day work of the M&E staff;

Lead TSHIP staff to disseminate data on project progress and results to JSL, the international community (e.g, through reports, presentations, etc) and stakeholders;

Plan and draft the baseline, midline, and final evaluation reports for the project.

Qualifications:

Candidate must possess Masters degree in public health, development, or related field and at least 8 years work experience in international public health programs;

Familiarity with the principles and current approaches to M&E in health and/or development programs and experience in the design, conduct and analysis of research studies (quantitative and qualitative);

Prior management, supervision, and capacity building experience

Ability to work independently with minimal supervision as well as to work as part of a team;

Excellent writing and communications skills in English required

Computer literacy with demonstrated use of word processing, database and presentation software (word, Excel, Power point, Access). Experience with mapping (e.g Are-GIS, Health Mapper), and statistical analysis software (e.g SPSS, EPI-INFO, STATA) a plus.
