Our Institute is a leading provider of treatment, care and support for people living with HIV/AIDS with Headquarters in Abuja and regional office in Lagos, Benin, Jos, Kano and the Federal Capital Territory. We require competent and result-oriented candidates to fill this vacant Position:

PROCUREMENT MANAGER (Head Office)

DISTINGUISHING FEATURES OF THE POSITION:

This staff will be involved in a variety of procurement activities including preparation of specifications and the bidding process for commodities and contracts, and preparation, renewal and monitoring of commodity and service requirements contract

ESSENTIAL FUNCTIONS:

Under the supervision of the Director, Supply chain Management, this position will manage and coordinate the activities of in the following functional areas:

  • Coordinate and manage international and local procurement/requests processing
  • Plan, direct and manage the procurement activities of the Institute under direction from the Director, Supply Chain management.
  • Establish Purchasing requirements and specifications in conjunction with user departments
  • Coordinate preparation of purchase orders and transmission to suppliers
  • Monitor and communicate open purchase order status
  • Communication of advanced shipment notices and proof of delivery to relevant stakeholders
  • Implement supplier/contract management systems supporting all the institutes treatment and care sites.
  • Implement cross functional supplier management programs covering wide and huge supplies and service spending.
  • Perform administrative tasks and supervise placing procurement orders for new and existing service materials. This includes identifying and developing qualified suppliers/contractors, which meet the Standard Operating Procedure of our Institute
  • Obtain current information concerning all phases of procurement to control budget, procurement objectives and effective procurement techniques.
  • Evaluate and negotiate with registered vendors (goods and services) and ensure that the performance in procuring commodities and services by the unit’s team of buyers meet the Institute’s standard.
  • Control the cost of purchased materials within budget and generate cost reduction action plans.
  • Perform other duties and fulfill other responsibilities as may be assigned from time to time.
  • Review Vendor performance, bring issues and problems to the Director, Supply Chain Management
  • Work closely with the Clinical, Clinical Laboratory, Community Medicine and other departments of the Institute
  • Coordinate the institute’s procurement activities with the relevant officers and offices of the University of Maryland, Baltimore

QUALIFICATIONS REQUIRED

  • Bachelor’s degree in sciences or its equivalent. M.B.A or a professional degree in Pharmacy, Laboratory Science or Medical is desirable
  • Minimum of 4 years of relevant procurement management experience. Previous experience with supplier management systems in a consulting role, or in a medical or life science research organization is preferred.
  • Computer literacy and demonstrated knowledge and experience with electrons Procure-to-Pay, EIPR contract management, business intelligence and related technologies are also desired.
  • Experience in documenting a price/cost justification and ability to write a negotiation memo.
  • Understanding of Purchase Orders and Contract, Legal terms and conditions
  • Professional memberships and supply chain certifications will be an added advantage
  • Experience in managing health/pharmaceutical supply chains will be an advantage
  • Experience in working with an international organization is desirable.

ADDITIONAL REQUIREMENT

  • Work safely without presenting a direct threat to self or others
