FINANCIAL/GRANTS MANAGER
Overview;
The Financial/Grants Manager will oversee the financial, administrative and operational aspect of the Malaria Project. The Financial/Grants Manager will ensure that the financial and administrative systems are compatible with standard accounting practices and follow USAID and Jhplego rules and regulations. This position will be responsible for designing, awarding and overseeing sub-grants to local NGOs, The offer of this position will be contingent upon Jhpiego’s receipt of award.

Responsibilities
- Responsible for the program’s overall financial and administrative management, ensuring strict adherence to U.S, Government accounting policies and procedures
- Review monthly financial reporting (Quickbooks), including monthly accrual/projection spreadsheet, and ensure timely submission to Jhpiego’s head office in Baltimore
- Work with the Chief of Party on the development and monitoring of a multi year project budget, Work on sub-agreement budgets with partnering agencies and sub-grantees. Monitor expenditure levels against budget and funding obligations
- Develop work plan budgets and annual financial forecasting for in-country project activities in coordination with the Chief of Party and program staff
- Submit all tax withholdings and corresponding reports to appropriate offices
- Ensure timely and accurate reporting to USAID
- Work with the Chief of Party and the Country Director to develop salary scales
- Ensure proper safeguards of funds and compliance with established USAID and headquarters’ financial and accounting procedures
- Serve as a resource person for non-finance staff on USAID rules and policies
- Supervise the finance staff working for the project, providing guidelines and mentoring. Take responsibility for building a well functioning, client oriented team
- Work closely with auditors during field program audits
- Oversee project procurement and ensure that USAID and Jhptego procurement policies are adhere.
- Conduct performance review for staff under supervision of the Finance and Administration Manager
- Conduct/coordinate annual internal control review.
Required Qualifications
- Candidates must possess Bachelor’s degree in finance or accounting master degree preferred
- Should have 8+ years of senior-level financial management experience of complex programs. Financial management of international health programs preferred
- Demonstrated experience managing finances for cooperative agreements and contracts for public health programs of more than USD $3 million per year in developing countries.
- Knowledge of cost principles, reporting requirements and regulations associated with the implementation U.S. government award.
- Proficiency in Microsoft Office software applications and QuickBooks.
- Ability to travel nationally and internationally
- previous experience with USAID funded programs
- Fluent in written and spoken English
