The Federal Civil Service Commission (The Commission) invites applications from y qualified candidates for appointment to the position of DIRECTOR DEPARTMENT OF AIR TRAFFIC MANAGEMENT, Federal Ministry of Aviation, Abuja.

Director  Department of Air Traffic Management

The Director Air Transport Management Department of the Federal Ministry of Aviation reports directly to the Permanent Secretary of the Ministry. He/She advises the Permanent Secretary on policy issues and implementation. For this key position the applicant must possess vision, excellent managerial ability, professional competence, discipline, integrity and transparency in public and private life. The candidate should be able to provide government with appropriate advice on the best options available for efficient and effective management of the country’s air transport system to bring it up to world class standards.

Responsibilities & Duties:

The Director is directly responsible to the Permanent Secretary of the Ministry He/She also oversees the entire staff of the department including those Headquarters and the outstations of the Ministry. The day-to-day duties of the Director include the following:

  1. Formulate policies and programmes for the development of the Nigerian aviation industry.
  2. Monitors air transportation, airport development and maintenance, aviation infrastructural services and other needs of the aviation industry.
  3. Monitor all activities of the aviation sector to ensure conformity with the requirements of the National Civil Aviation Policy, International Civil Aviation Organization (ICAO) and Standards and Recommended Practices (SRPs).
  4. Process applications from airline operators for Licenses/Permits in liaison with Nigerian    Civil Aviation Authority (NCAA) for technical evaluation, guidance and recommendations; these Licenses/Permits include:
    1. Air Operating Permit (AOP);
    2. Air Transport License (ATL);
    3. Air Travel Organizers1 License (ATOL); and
    4. Permit for Non-Commercial Flight (PNCF).
  1. Monitor the activities and operations of domestic airlines to ensure strict compliance with the privileges and conditions of their licenses in line with existing laws as well as international standard.
  2. Process applications for importation, exportation or deregistration acquisition and disposal of aircrafts.
  3. Organize quarterly meetings with the private airline operators under the umbrella of Airline Operators of Nigeria (AON) to address the various problems militating against smooth operations and development of the aviation industry.
  4. Guide the Federal Government on matters of Bilateral/Multilateral Air Services Agreements (BASA and MASA).
  5. Negotiate and review new and subsisting air services Agreements. Monitoring of Pool and Commercial Agreements between designated carriers of other countries especially on regular payments of royalties.
  6. Supervise, monitor and coordinate the activities of the Parastatals under the Ministry to ensue attainment of their statutory objectives.
  7. Carry out periodic oversight functions on the general operations of airlines to ensure prompt, effective and safe service delivery to customers,
  8. Conduct periodic inspection of airports nation-wide to ensure allied service providers provide efficient, effective, timely and qualitative services to their customers.
  9. Formulate and monitor implementation of Concession Policies as they relate to the aviation industry.

Qualification & Experience:

In order to qualify for the position, the candidate must:

  • Possess a university degree in aeronautical/aerospace engineering or any degree with aircraft maintenance engineers license.
  • Possess a minimum of 15 years or more continuous aviation experience in air transport operations management; membership of government approved national or international professional society(ies) will be an advantage.
  • Be registered with the Council for Regulation of Engineering in Nigeria (COREN); foreign training and registration with a foreign aeronautical body will be an added advantage.
  • Command sound knowledge of International Civil Aviation organization (ICAO), its Annexes, Standards and Recommended Practices (SARPs).
  • Command sound knowledge of Bilateral/Multilateral Air Services Agreement, and general Policy implementation,
  • Command sound knowledge of aviation audit procedures and practices at National and International levels.

SALARY & CONDITIONS OF SERVICE

The remuneration and other conditions of service are as applicable to the post of Director, Air Transport Management Department, Federal Ministry of Aviation and as may be determined from time to time by the Federal Government of Nigeria. In accordance with the provisions of the Civil Service Rules and Regulations, the successful candidate shall hold office up to the compulsory retirement age of 60 years unless otherwise posted elsewhere within the service. Fringe benefits include a pension scheme in consonance with the contributory pension scheme and allowance as may be approved from time to time by the Federal Government.
