The Economic Community of West African States (ECOWAS) has established the ECOWAS Regional Electricity Regulatory Authority (ERERA) from its West African Power Sector Regulation Project funded by the Agence Francaise de Development (AFD) within the framework of the West Africa Power Pool (WAPP).
For the effective take off of ERERA, the Commission wishes to recruit qualified and capable individuals to fill the position of Council Member Legal for the Regulatory Council of ERERA. Interested candidate will possess the below minimum requirements:
Position: Council Member Legal
Job Description
The Council Member Legal and the Council Member Economist of the Regulatory Council of ERERA together with the other members will have the responsibility of regulating cross-border electricity exchanges, in accordance with the provision of community legislations. They shall be appointed on full-time basis and for a non renewable term of five (5) years
Duties of Council Member Legal will include among others;
- Guides Council in the preparation of Council Acts and to particularly ensure the conformity of all acts/legislations passed by the Council within the framework of carrying out its general mission of regulation of cross-border electricity exchange and settlement of disputes;
- Assist the Chairman of the Regulatory Council of ERERA to accomplish his dudes, particularly to organize, supervise and control all the activities of ERERA, to prepare the annual report, to prepare and execute the budget of ERERA;
- Participate in Council deliberations.
Qualification and Experience
- The candidates for the position of the Council Member Lega of the Regulatory Council of ERERA should be of high moral integrity and sound expertise and must have successfully held a managerial position in a previous employment.
- The candidates must have at least a masters degree in Law, for the Council Member Legal, and in Economics, Finance or Management for the Council Member Economist respectively.
Experience:
The Council Member Legal must have:
- At least (12) years of proven legislative and regulatory professional experience in the energy sector especially in the drafting of legal tests, licences, terms and conditions of interconnection contracts and agreements, tender documents etc.
- Good knowledge of energy policy issues, particularly institutional reforms within the power sector, and of the legal issues related to cross-border electricity exchanges and management of the power contracts.
Good knowledge of community institutions and mechanisms within the ECOWAS region and proven experience in the regulation of power sectors in Africa, as well as experience in international relations/negotiations would be advantageous.
Language:
The official languages of ECOWAS are English, French and Portuguese. The candidates must therefore be fluent in one of the languages and have working knowledge in at least one of the two other languages.
Computer Literacy:
Candidates must be computer literate.
Candidates must be a citizen of an ECOWAS Member State, exercise their civil and political rights, and must have a clean criminal record.
