The World Bank is supporting the Metropolitan Development and Governance Project (LMDGP), a multi-sectoral and comprehensive project to be implemented by the State Government. LMDGP’s objective is to increase sustainable access to basic urban services through investments in critical infrastructure.

Job Objective(s)

The job objective is to facilitate planning and coordination of LMDGP supported activities with sectoral ministries in order to ensure proactive linkages with Government activities avoid duplication and maximize synergy between the two entities.

Job Accountabilities

  • Plan project implementation in coordination with the members of the Project Coordinating Unit (PCU), Component Execution Agencies (CEAs), Project Steering Committee (PSC) including the focal staff from other ministries that are mapped to the PCU.
  • Elicit and ensure efficient and timely management and feedback from stakeholders. Ensure the accuracy of Goods, Works and Services Procurement Procedures for the Project in conformity with relevant Government Regulations, Laws and World Bank guidelines.
  • Ensure Annual Work Programmes, Progress Reports and Auditor’s Reports are submitted as required by the World Bank.
  • Institute excellent work flow and sharing of information between the PCU and Government entities, and systematic strategic communications to Government agencies and the public in consultation with PCU staff.

MINIMUM JOB REQUIREMENTS

Education and Experience

  • An advanced degree in Urban Design, Urban Planning, Town Planning-Engineering or an allied profession such as Public , Management Social Sciences, /Accounting. Relevant professional certification in will be an added advantage.
  • Minimum of fifteen years of relevant management and professional experience preferably within an international or multinational organization, reputable consulting firm or city-level planning authority.
  • Experience in working with elected and appointed governing bodies and officials, public agencies and the public and demonstrated proficiency in achieving results in a complex environment
  • Working Experience in procurement and familiarity with civil works bidding and tender documents and with supervising civil works contracts,
  • Experience in partnership building and at national, regional and local levels; proven ability to establish and maintain effective working relationships with a wide range of groups and individuals.

Knowledge and Personal Qualities

  • Knowledge of the methods and techniques of citizen involvement as they apply to urban planning and infrastructure development issues
  • Excellent interpersonal, networking and team building skills; ability to communicate clearly and effectively to a variety of audiences.
  • Secure professional with a high level of energy and motivation, commitment to reducing poverty, solid overall judgment, excellent analytical skills, demonstrated ability to think strategically, and to manage
  • Strong diplomatic skills, a supportive team player with a passion for results, enthusiasm for mentoring, and a personal commitment to learning and sharing knowledge
  • The successful candidate must have the ability to work long hours and inspire others with his or her hard work. The latter is essential; Bank-supported projects typically place the entire onus of implementation on the client (and require that deadlines be adhered to by the client), without compromising the quality of work performed or results achieved, Staff changes on the IDA Team are not uncommon, and the person selected must have the ability to manage this transition and quickly forge relationships with new members on the IDA side that provide implementation support for the LMDGP.
  • The candidate must have high integrity, mature judgment and must be able to provide references in his or her CV of contact people both within and outside Nigeria.
