Our Client is a newly established agency of the Rivers State Government. It is responsible for providing an enabling environment for planning, infrastructural development control, investment promotions and housing projects, amongst others in the area known as Greater Port Harcourt in Rivers State

SAMUELSON has been engaged by the agency to identify exceptional, proactive experienced and versatile individuals to fill the position below in the establishment.

Position: Manager, Public Procurement (Ref: MPP)

Qualifications / Skills:

  • A University Degree in Business Administration, Accounting, Law or related field, with a minimum of second class division
  • Procurement methods and procedures of a large-scale centralised purchasing function including buying, quality assurance, contract administration and contract law
  • Accounting practices as applied to procurement procedures
  • Public sector experience, a good understanding of the Rivers State Public Procurement Law arid membership of Chartered Institute of Purchasing and Supply Management of Nigeria will be added advantages

Responsibilities / Scope of Work

  • Plans and manages the central procurement activities of the Authority
  • Manages the Public Procurement Office of the Authority and ensures that contracting and procurement are in line with the requirements of the Rivers State Bureau on Public Procurement (BPP)
  • Interfaces with the BPP and ensure the preparation of written financial and administrative reports for the processing of submission to the Bureau

Requirements

  • Minimum of 12 years post qualification experience
  • Strong verbal, written communication & intersectorial skills
  • Between 35 & 45 years of age
  • Good MS Office skills – Word, Excel and PowerPoint
  • Postgraduate degree and/or professional qualifications will be a distinct advantage.
