The Regional Electricity Regulatory Authority (ERERA) is a specialized Institution of with diplomatic status. Established in 2008, ERERA is primarily for the purpose of formulating rules for the regional electricity market and supervising its functioning within the framework of the West African Power Pool (WAPP).

Following the constitution of a pool of Experts to be responsible for efficient regulation for the effective launching of its activities, ERERA desires to proceed with the recruitment of qualified and able persons having the capacity to work in teams on complex assignments, conduct studies and prepare technical reports.

Applications are invited from suitably qualified and experienced citizens of the Community of West African states () member states to fill the vacancy position below at the Headquarters of the Regional Electricity Regulatory Authority (ERERA) in Accra. Ghana

Expert (II Technical Regulation Unit) : Ref: ERA/7

GRADE: P5 (UA 30,552 34,542)

Duties:

  • Responsible for issues relating to;
  • Establishing rules and tariffs for the organization of the regional electricity market
  • Planning and support to the Commission in the definition of the regional energy policy and harmonization of national policies on Electricity Regulation
  • Technical, economical and financial data collection and analysis to ensure accuracy and consistency and to develop and maintain up-to-date statistical data bases covering ERERA activities,
  • Supervise and ensure effective dissemination of statistics and offer guidance on their analysis and interpretation.
  • Follow-up and analysis of the financial standing of operators, valuation and follow-up of the assets and the separation of accounting for the activities of operators.
  • Improvement of the regulatory tools in the Member States (support for the development of regulatory models and methodology, and support in mediations activities);
  • Benchmarking and forecasting,
  • Negotiations of cooperation agreements with authorities in charge of competition
  • Any other duty as may be assigned by the Chairman of ERERA

Qualifications/Experiences/Skills

  • A minimum of a degree in Economics, , or any related field.
  • Ten (10) years professional experience with a. minimum of five (5) years in energy sector and two (12) in supervising or managerial capacity;
  • Possession of a higher degree would reduce the required professional experience to eight (8) years with 8 minimum of five (5) years in energy sector and two (2) in supervising or managerial capacity.
  • Experienced regional or international organizations would be an advantage.
  • Leadership and analytical skis,
  • Demonstrated ability to work in a multicultural setting,
  • Ability to negotiate with member states, development partners and other stakeholders.
  • Demonstrated ability to work, establish and maintain effects relationship with senior government officials, development partners, international agency and professional and regional integration associations
  • Must be computer literate,

Age

The applicant should not be 50 years old or more at the time of recruitment,

Language .requirement

Must be fluent in one of the official languages of Commission, English, French and Portuguese. A working knowledge of another would be an advantage.
