The ECOWAS Regional Electricity Regulatory Authority (ERERA) is a specialized Institution of ECOWAS with diplomatic status. Established in 2008, ERERA is primarily for the purpose of formulating rules for the regional electricity market and supervising its functioning within the framework of the West African Power Pool (WAPP).
Following the constitution of a pool of Experts to be responsible for efficient regulation for the effective launching of its activities, ERERA desires to proceed with the recruitment of qualified and able persons having the capacity to work in teams on complex assignments, conduct studies and prepare technical reports.
Applications are invited from suitably qualified and experienced citizens of the Economic Community of West African states (ECOWAS) member states to fill the vacancy position below at the Headquarters of the ECOWAS Regional Electricity Regulatory Authority (ERERA) in Accra. Ghana
Administrative and Finance Officer: Ref: ERA/10. (Administration and Finance Unit)
Grade: P4 (UA 25,908 30,180)
Duties
- Responsible to the Chairman ERERA for the coordination of the activities of the
- Administration and Finance Unit.
- Assist in the formulation, implementation and review of administrative policies and decisions.
- Prepare periodic status reports on the activities of the Administration and Finance Unit.
- Collate the inputs from the different divisions of ERERA and formulate a yearly budget.
- Manage and supervise subordinate staff.
- Liaise and collaborate with Development partners to implement ERERA programmes.
- Draft technical documents and outgoing correspondences.
- Ensure the timely preparation and payment of approved commitments and obligations of ERERA,
- Prepare draft speeches for the Chairman and other Regulatory Council members.
- Liaise and be responsible for processing issues relating to Health Insurance. Assets of ERERA, procurement and provision of services to ERERA.
- Make proposals on adequacy of manpower, oversee and control overtime and handle all other standard personnel matters.
- Supervise monthly, quarterly and annual financial reports.
- Supervise and review posting of transactions into the accounting system.
- Propose solutions to banks reconciliation problems as they arise from time to time.
- Any other duty as may be assigned by the Chairman ERERA.
Qualifications/Experiences/Skills
- A minimum of a degree in any of the social Sciences, Law, Finance or Business Administration.
- Seven (07) years professional experience including two (2) years in a supervisory or managerial capacity.
- Possession of a higher degree would reduce the required professional expenence to five (5) years with two (2) in a supervisory or managerial capacity,
- Excellent communications skills,
- Ability to set priorities, and work within a work schedule.
- Ability to work efficiently under pressure, juggle tasks and meet deadlines.
- Effective self-control and stress management methods.
- Must be computer literate,
Age
The applicant should not be 50 years old or more at me time of recruitment.
Language requirement
Must be fluent in one of the official languages of ECOWAS Commission English, French, and Portuguese. A working knowledge of another would be an advantage.
