Project Type: Construction of Freestanding Fistula Treatment, Training and Research Center in Abuja on a land donated by the Government in Kwali Area Council, Federal Capital Territory
- 1. Background
UNFPA, as part of her Global End Fistula Campaign launched in 2003 secured a grant from the Japanese Human Security Fund to establish a Free Standing Fistula Treatment, Training and Research Center in Nigeria. This initiative is collaboration between Federal Ministry of Health (FMOH), the Federal Capital Territory Administration (FCTA), United Nation Population Fund (UNFPA) and Partners. The FMOH constituted a committee consisting of representatives from, FMOH, FMH & UD (Federal Ministry of Housing and Urban Development), FCT Administration, Federal Ministry of Women Affair (FMWA) UNFPA, NGOs and individuals in Nigeria, as the Committee of Stakeholders (COSH), and designated to oversee the overall planning and implementation of this project.
In support of the project, the Government of Nigeria, generously donated a 10 hectare piece of land in the Kwali Area Council of the Federal Capital Territory for the construction of the center
UNFPA requires the services of a construction consultant to provide technical assistance to UNFPA’s support to the diverse construction needs/requirements of the Abuja Fistula Center. He/she will provide full-time services for a period of 6 months and subsequently at 50% time for a period of 3 months. Therefore the services of the Consultant would be retained for a period of 9 months
- DUTIES AND RESPONSIBILITIES OF THE CONSULTANT
The Consultant which will be contracted for this purpose shall manage, monitor and oversee the construction of the Abuja Fistula Centre, with the end in view of ensuring the highest level of satisfaction among the Stakeholders in the design and construction of the center.
Specifically, the Consultant shall undertake the following tasks:
Planning Stage
Review submissions of the retained construction firm and advise on a realistic timetable and chart of the detailed activities to be undertaken, including the information/data requirements and possibly requiring only reasonable but least logistical/administrative support;
Consult anti discuss with FMOH and COSH to determine their space requirements using national Standard guidelines, while taking into consideration the current, short-term and long-term projected needs of the center
Review and provide technical advice to UNFPA on the various options for the architectural designs and plans, technical drawings and bills of materials that are most appropriate to the needs and requirements of center, based on the result of the consultation/discussion with COSH;
Provide support to the revision of the outputs generated from the above mentioned activities as may be determined and recommended by the UNFPA, FMOH and COSH, while providing advisory services on the feasibility and implications of the recommendations against cost, quality standards, and other technical considerations.
Pre-Construction Stage – FMOH
Upon finalization of the plan and its acceptance by the FMOH, COSH for and in line with FMOH tendering process of competitive selection of the contractor(s) who will then implement the plan(s) (hereinafter referred to as the “Contractor”)- The Consultant shall support FMOH/COSH by providing the following services;
Assist in the development of the TOR as they affect but not limited to documents (drawings, specifications and bills of quantities) which will be the basis for the competitive selection of the most ideal contractor who will implement the design and approved by the FMOH;
