Senior Procurement Officer

Location: Country Office Abuja
The Senior Procurement Officer will develop, plan and manage policies and strategies related to procuring supplies and services (in accordance with FHI, USAID and other donor policy) in support of all FHI offices and projects at country office and zonal offices, both domestic and international sourcing.
Specific Job Responsibilities
- Develop policy and systems for FHI procurement at the country office and Zonal office level, identifying what is procured locally and nationally
- Train staff at the zonal level in procurement rules and processes and record-keeping
- Implement sourcing strategies to support corporate and zonal objectives, providing FHI competitive advantage in the areas of materials, supplies, and services
- Develop, review, and approve new or improved purchasing procedures to maintain economy and efficiency of FHI operations
- Prepare specifications, comparebids received and present recommendations on purchases to management
- Prepare specifications required for various supplies and make them available to suppliers
- Ensure that all procurement in FHI is carried out in time and efficiently and in compliance with FHI’s value for money and transparency and USAID’s guidelines/regulations on procurement
- Adhere to all FHI required procurement budgets, FHI and USAID’s purchasing guidelines, policies and controls on procurement.
- Solicit and negotiate competitive pricing from vendors and make recommendations for issuance of purchase orders
- Manage suppliers, cost, quality, and performance delivery
Minimum Requirements
- Candidate must possess Bachelor’s degree in business administration, engineering or related field
- Minimum of 7 years relevant experience in procurement with at least 3 years in a supervisory role
- Masters degree with 5 years experience will be considered
