UNICEF Nigeria seeks the services of an experienced Programme Communication Specialist who will be responsible for the design, management, execution, monitoring and evaluation of a behavior change and social mobilization strategy in support of the country.

1.         The successful candidate will be expected to carry out the following duties

In collaboration with UNICEF  and government programme officers, designs and manages the implementation of communication for development plans of actions aimed at: (a) behavior development/change at individual and household levels; (b) social mobilization of civil society organizations; (c) behavior development among children and youths (d) social mobilization and partnership development among civil society organizations including academic institutions; and (c)      increased social learning, collective dialogue and decision making for greater community participation in  development programme.

2.         Develop partnerships with various civil society groups including faith-based groups, traditional leads and institutions, professional groups, academic institutions and teachers, artists and other organized group in the society, as well as with children and youths to (i) orient them on country programme goals; (ii) solicit their involvement in the implementation of the country programme (iii) develop their capacity for      sustainable child rights advocacy and monitoring.

3.         Develop the skills and institutional capacities of select MDAs, academic institutions, CBO structures and channels to (i) plan and implement C4D projects (ii) develop the skills for  effective mobilization, counseling, and messaging (iii) produce resource materials including standard operating protocols, guideline, training manuals and other materials and checklist; (iv) strengthen skills for documentation of project initiatives (v) develop capacity in participatory gender-sensitive documentation at various government levels, in support of programme sustainability.

4.         Monitor and evaluates C4D interventions/project sites, and the creation of databases in Government             MDAs and academic institutions based on in-depth research, evaluation and correlative analysis of social factors and programme coverage quality indicators, Disseminates communication research findings ensures exchange of experience and new methods to government officials, programme staff and other UNICEF partners and facilities training on participatory KAP action research.

5.         In collaboration with partners, organizes and facilitates the formative research, audience segmentation, development, pre-testing and production of culturally relevant communication materials to ensure effective and efficient programme delivery, including facilitating behavior and social change, where necessary.

6.         Liaise with the External Relations and Media Section, C4D national and Regional offices in identifying and facilitating the documentation of significant change stories and other materials to facilitate advocacy and fund-raising activities.

7.         Provide technical support to government and academic institution counterparts for the mainstreaming, coordination, and management of C4D policies, strategies plans and for the appropriate application of communication for development models for social development, aimed at both individual behavior and       social change and collective decision making and action.

Minimum Qualification and Competencies

  • Advance university degree in the social/behavioral science, (Sociology, Anthropology, Psychology and Health education) with emphasis on participatory communication, communication planning social mobilization, participatory research, training and impact evaluation of communication interventions
  • Eight years progressively responsible work experience in the planning and management of communication/social development programmes at national level with practical experience in the adaption and application of communication planning processes to specific programmes.
  • Fluency in English is required; knowledge of another UN language and knowledge of the local working language of the duty station is an asset.
  • Knowledge of current developments in the fields of communication for development theory, motivational psychology, adult learning theory, indigenous media, community organization and participation.
  • Training in strategic communication planning, planning, behavior analysis, formative research and evaluation of communication interventions.
  • Proven skills in communication, networking, advocacy and  negotiation
  • Ability to conceptualize, organize and implement training, including development of curricular and methodologies
  • Ability to express clearly and  concisely ideas and  concepts in written and oral form
  • Proven ability to effectively manage relationships with traditional leaders and other community groups and players.
  • Knowledge of computer systems and applications, specifically interactive digital media
  • Proven ability to work effectively as part of a team.
  • Demonstrated ability to work in multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.
