WAPP is a specialized institution of the Economic Community of West African States (ECOWAS) comprising nineteen (19) African Electric Power Utilities.

WAPP Vision is to integrate the operations of the members power utilities into a unified sustainable regional electricity market, with the ultimate goal of providing the ECOWAS Member States with stable and reliable electricity supply, at affordable cost, in the long and medium terms.

With the support of the World Bank, the WAPP Secretariat wishes to engage the services of the Procurement Specialist within its institution,

Position:  Procurement Specialist

The Procurement Specialist shall be engaged as an internal expert responsible for planning, managing and implementing procedures in the acquisition of goods, works and services of overall WAPP needs. The interested candidate should be conversant with procurement procedures of donor institutions. The job description for the post is attached as appendix.

The contract position is for an initial period of three (03) years with a probationary period of twelve (12) months. Upon completion of the initial contract, the candidates may be awarded a permanent contract with WAPP.

The candidate must be fluent in French and English.

Location:         Cotonou, Benin

Job Summary: Procurement Specialist is responsible for planning, managing and implementing procedures in the acquisition of goods, works and services of overall WAPP needs. He should manage the related activities in understanding with Purchasing Committee of the WAPP and in conformity with the provisions of WAPP Procurement Guidelines.

Essential Duties:

  • Plan, develop and manage all procurement and contractual aspects of diverse products and services for the WAPP Secretariat
  • Advise requisitioning units and recipient entitles on the full range of procurement Issues, providing support and guidance at all stage of the procurement cycle.
  • Prepare or review bidding and request for proposal documents.
  • Prepare/oversee preparation and distribution of Invitations lo tender and manage/conduct all aspects of bid/proposal evaluation.
  • Formulate strategies end design Innovative solutions to resolve issues/conflicts for complex procurement projects.
  • Establish and maintain work program and schedule for ongoing contracts and newly planned ones.
  • Participate In negotiations with WAPP Procurement Committee, prepare sign procurement orders up to the authorised limit, and, in cases where the amount exceeds authorised signature authority, seek approval of authorised officials and, if applicable, prepare submissions to me Procurement Committee for review hi id subsequent approval by the authorised official.
  • Conduct market research to keep abreast of market developments, research and analyze statistical data and market reports on the world comma) situation, production patterns and availability of goods and services.
  • Identify new technologies, and products/services, evaluate and recommend potential supply sources and participate in the incorporation of research results into the procurement program;
  • Oversee adherence to contractual agreements, recommends amendments and extensions of contracts, and advise concerned parties on contractual rights and obligations;
  • Maintain a complete and systematic set of records of day-to-day business transactions.
  • Prepare a variety of procurement-related documents, contracts, communications, guidelines, instructions, etc.
  • Provide guidance to, and may supervise, new/junior staff
  • Keep track of orders and determine causes of any delays
  • Answer any questions or clarifications from suppliers. And resolve any problems
  • Reconcile purchase orders with the shipments, ensuring that they match
  • Notify vendors when invoices are not received, and verify that the bills concur with purchase orders
  • Oversee inventory control system, maintaining inventory spreadsheet and placing orders when materials on hand are insufficient
  • Handle procurement issues as procurement focal point of the WAPP with donors
  • Participate to procurement supervision and audits/review missions
  • Prepare procurement reports

Minimum Qualifications/Education:

Skills & Knowledge Required; Advanced university degree (Master’s degree or equivalent) in , Public Administration, Commerce, Engineering, Law or other related field. Training in law, or a certification in procurement is desirable.

Years of Experience

A minimum of five years of progressive responsible experience in procurement and administration in public or private sector of which at least two years should be directly related to first hand procurement and/or contracting experience at the International level.

  • Demonstrated understanding of contracts and purchasing preferred.
  • Familiar with International Financial Institutions Procurement Procedures (World bank, EIB, AfOB, IBD, etc)
  • Experience in an energy sector organisation a plus
  • Demonstrated experience in word processing and spreadsheet software
  • Strong oral and written communications skills with a proven ability to convey information dearly and concisely
  • Ability to coordinate cross-departmental efforts to achieve common goals on time
  • Strong organizational skills with the ability to prioritize work load, handle multiple tasks simultaneously and attend to Demonstrated integrity, objectivity, and confidentiality
