JOB OBJECTIVE:

The EEO Specialist works with the Corporate Manager, Regulatory Compliance and the Regulatory Compliance Department to execute Regulatory Compliance/Affirmative Action implementation strategies. The position is responsible for project management specific to Regulatory Compliance and functions in a dual capacity, serving as the Regulatory Compliance subject matter expert and technical person. One primary focus of the position is to work with counterparts in the BIS, HRIS and HR departments to ensure that new systems, interfaces or enhancements meet regulations. The EEO Specialist also is responsible for developing and implementing new processes and procedures to manage AAPs, data requests, and monthly and quarterly monitoring reports. The EEO Specialist also interfaces with external consultants as necessary to assist with the execution of Regulatory Compliance Department strategies. The EEO Specialist serves as the central liaison for the Business Process Managers and Recruiters and is responsible for coordinating, developing, and delivering AAPs, quarterly analysis and training. Another primary focus of the EEO Specialist is to ensure that the company is EEO compliant in terms of the AAPs and manage OFCCP audit submissions in conjunction with Talent Acquisition, Human Resources and external attorneys to ensure that we are complying with regulations and laws (i.e., OFCCP, EEOC, DOL). Specifically, the EEO Specialist manages and implements initiatives including OFCCP audit processes; modifications to existing interfaces or reports; creation of new reports, processes or procedures; and the establishment of new interfaces. The position ensures accuracy, consistency, and integration of current and future HR systems, including, SAP, CAAMS, VURV, etc. with EEO and OFCCP compliance standards. The position also assists in determining training needs and provides the curriculum for the Human Resources and Talent Acquisition regarding Regulatory Compliance/EEO. The EEO Specialist assesses both business and system requirements to ensure implementation and enhancement of Regulatory Compliance programs.

JOB RESPONSIBILITIES:

Manages multiple projects that comprise the Regulatory Compliance Department (AAP preparation, AAP audit readiness, employment studies, data requests, database development, software implementation, , data integrity, and quality assurance) Manages OFCCP Audit submissions for reviews, evaluations, compliance checks, including the retrieval and analysis of data from the HRIS, SAP, Talent Acquisition systems and Talent Acquisition files. Serves as the primary contact for Federal Compliance Officers and Human Resources to achieve optimal OFCCP audit outcomes. Manages vendor interfaces and serves as the interface between BIS and CCE for vendors to resolve programming and related issues that impact Regulatory Compliance. Scope/Project Change Management - anticipates project deviations. Completes risk assessments to assist Corporate Manager, Regulatory Compliance in identifying, analyzing and responding to project risks and communicating those risks and action plans for mitigating risks to key stakeholders, i.e., Human Resources, Talent Acquisition. Manages and integrates the current systems used in Compliance (CAAMS, Impact Ratio Analysis database) in order to streamline processes and ensure a more consistent rate of compliance and while minimizing Company liability. Integration Management - Determines integration and dependencies across project and functional areas. Anticipates project deviations and oversees processes to enable changes. Quality Management - Works closely with HRIS Analysts, Human Resources, BIS, and Talent Acquisition to coordinate efforts to ensure data integrity in systems (SAP/VURV) and projects meet the needs of the Regulatory Compliance Department and regulations. Directs and oversees the Quality Assurance process to enhance the Regulatory Compliance Department’s ability to deliver valid statistical analyses to attorneys, outside vendors, etc. Manages and assists AAP vendor (Peopleclick) in creating test scripts and participate in integration testing with appropriate end-users and technical groups and provides testing results to appropriate resources. Develops and maintains relational databases to support EEO/Regulatory Compliance needs and the needs of other related functional areas (i.e., Human Resources, Ombuds Office). Partners with Human Resources and internal client groups (Diversity, Public Affairs, Human Resources, and Ombuds Office) to define reporting needs; develops specification documents for technical resources to develop new reports; creates ad hoc queries to provide data for audits, analysis and other purposes; and works with technical resources to automate queries with an established reporting frequency. Assists with employment studies/workflow automation/special projects by performing data analyses, including Impact Ratio Analyses. Partners with HRIS analysts to implement strategic processes to produce required governmental reporting (i.e., EE0-1s, VETs 100s, etc.). Manages the delivery of compensation analyses to Human Resources. Assists the Corporate Manager, Regulatory Compliance with ensuring appropriate action is taken with respect to OFCCP audit resolutions. Assists in the development, implementation of Regulatory Compliance related training and policies (i.e. Sexual Harassment, AAP Training, OFCCP required training, etc.).

JOB REQUIREMENTS:

EDUCATION
Bachelor’s Degree and/or 5+ years equivalent Regulatory Compliance/OFCCP/AAP experience required

EXPERIENCE
Required Experience in Process Analysis & Redesign Experience in consulting and relationship management Strong knowledge of Human Resources, Recruiting and HR Systems Minimum of 5 years database management Minimum 3-5 years EEO/AA experience, and a thorough knowledge and understanding of federal and state employment laws
Preferred Minimum 5 years Project Management with implementation experience Minimum 3 years large scale IT project management experience Minimum of 3 years IT experience Peopleclick/CAAMS knowledge
