Facility Security Officer
Parsons provides landmark planning, environmental, , construction, and facility operation services to the U.S. Government. Project
Parsons is providing services for a new state of the art campus for a secure agency within the Department of Defense (DoD). Parsons services include: management, operations and maintenance, site and space use planning, environmental compliance, , security, emergency management, freight and vehicle management, and custodial care. This is a restricted access facility and employees will be required to have a current DoD Top Secret (TS) clearance with ability to obtain SCI. As part of our team, you will be actively contributing to a safer world for future generations.
Need
Responsible for executing the Government’s Security Program. Determines client’s security requirements. Promulgates requirements and ensures compliance with government regulations pertaining to the protection of classified material.

Keeps the Program Manager informed of all security related matters e.g. requirements, problems, issues with the client, plans, inspections and inspection results, intensions and accomplishments,

Obtains Facility Security Clearance for uncleared locations when required.

Ensures construction of SCIFs and secure areas are in compliance with the client’s requirements

Formulates and implements security plans and procedures.

Process employees for security clearances.

Acquires accreditation for classified computer information systems.

Develops an accountability control system for classified material. Responsible for the secure transmission, receipt, control and destruction of classified material.

Maintains custody and control of secure phones and facsimile machines, encryption devices and CRYPTO keys as required.

Develops and implements an OPSEC program in accordance with client requirements.

Provides training and guidance in classification and ensures classification issues are resolved. Ensures classified material generated shows proper classification, declassification and downgrade instructions.

Provides training in how to mark classified information generated on the program and ensure all classified material is

Prepares and deliver various security briefings and debriefings including initial, refresher, foreign travel, ITAR, OPSEC et. al.

Ensures compliance with the International Traffic in Arms Regulation (ITAR) as required.

Conducts self inspections and represent the company in government security audits.

At the end of the program, dispositions classified material and GFE related to security. Debriefs employees and terminates security clearances. Dispositions encryption devices and keying material. Clears and sanitizes accredited computers. Arranges for a close out inspection

Qualifications

Requirements
Experience - Minimum 4 years management experience with organizations of similar size, complexity, and focus such as management, public works, or base & housing (or equivalent).
PREFERRED EDUCATION/EXPERIENCE:
Prefer a 4-year degree in Security Management, Criminal Justice, Business or English and 10-12 years experience in management and administration for U.S. Government security programs, or equivalent related work experience.

Basic computer and software skills.

Candidate must be able to successfully complete requirements for TS/SCI with Polygraph security clearance, existing active security clearance preferred.

Proficiency in managing security programs on classified contracts
