Purpose of Position
The purpose of the contract manager position is to ensure that services and construction contracts are compiled, negotiated and executed to the fullest advantage given the company size, values, bargaining and risk position. Also, centralize the process of service contract management to provide a consistent approach across Northern Natural Gas Company departments.

Primary Job Duties and Responsibilities
Lead major proposal tendering, evaluations, award, and authorization for services and construction contract development.

In collaboration with Northern Natural Gas Company departments: for each services and construction contract establish and monitor performance metrics, compliance terms and payment schedules. Ensure discount structures, volume controls, change orders and terms are adhered to. Implement corrective action as required.

Perform supervisory activities, including employee safety, selection and development of employees, employee counseling and motivation and salary administration. Assist in the administration of the department budget and reporting the work performed within the department.

Lead and manage inter-department teams involved with services and construction contract processes.

Establish and maintain a forward sourcing program taking into consideration the capital and operational expenditure plans of Northern Natural Gas Company and previous history expenditures.

Develop and maintain a register of all contracts; communicate current status including renewal, active, lapsed, litigation and negotiation situations and provide advice services to business.

Develop project plans, provide direction and coordinate project activities associated with services and construction contracts.

Manage the interaction between internal stakeholder departments including legal, risk management, business unit and insurance certificate administration.

Design, implement, maintain and audit contract management processes including situations involving new contracts, contract renewals and terminations.

Establish and maintain Northern Natural Gas Company standard proposal documentation including request for proposal, request for quotation, and request for information.

Produce management report information and perform any additional responsibilities as requested or assigned.

Position Requirements
Bachelor’s degree in supply chain management or related field and a post graduate qualification in business administration or related field or equivalent work experience. (Typically six years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor’s degree.)

Six years of proven contract management experience within the energy, natural gas, and utility sector including three years of general management responsibilities.

Experienced commercial negotiator with excellent oral and written communication skills, including negotiation and presentation skills.

Effective interpersonal skills and leadership abilities.

Highly numerate with effective analytical, problem-solving and decision-making skills.

Project management skills; ability to prioritize and handle multiple issues and projects concurrently
