MAJOR FUNCTION

Performs support and drafting duties in a variety of office and field activities.
MAJOR DUTIES

Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below.

* Performs construction inspection of limited scope and monitors the sampling and testing of construction materials for water, wastewater and reclaimed water facilities.
* Performs underground utility location functions in accordance with State Law and department policies. Reviews locate ticket requests, coordinates with requesting contractor, utilizes maps and utility atlases to determine whether County utilities are located within the construction area, and performs actual field utility locates and marking of the County’s underground water, wastewater and reclaimed water lines.
* Assists with compiling, reviewing and implementing underground utility locating reports and comprehensive work plans.
* Assists in the review and documentaion of actual field-located data into County’s Utility Record Drawing files.
* Assists in developing and updating utility locating and record keeping procedures and processes.
* Sketches, draws, maintains and edits maps listing property owners, showing buildings, roads, right-of-ways, rivers, lakes, swamps, lowlands, plotted lands, streets, water and sewer drainage lines, demographic charts, and graphic exhibits; survey, plane and profile drawings of roads and storm sewers, roadway cross sections for drainage and excavation purposes; and preconstruction and as-built drawings.
* Performs manual or computer assisted drafting of plans and maps to include marking layers and identifying property lines; and mapping traffic and hydrographic data using field notes, aerial photos, survey data and deeds.
* Gathers, records and processes documents as well as field data obtained through a variety of surveys and records to establish and mark underground utility locations in the field.
* Organizes and checks survey tools, equipment, instruments and vehicles to ensure their availability and working condition.
* Reviews citizen complaints, recommends or takes corrective action, or refers to appropriate office for resolution.
* Performs other related duties as required.

KNOWLEDGE, SKILLS, & ABILITIES

* Working knowledge of construction activities, technical standards and County/Department policies and procedures.
* Working knowledge of surveying methods and devices.
* Working knowledge of underground utility locating techniques, field marking methods and standards.
* Working knowledge of Federal and State regulations and standards regarding pipeline safety and damage prevention.
* Working knowledge of high school level mathematics.
* Working knowledge of the use and calibration of instruments.
* Working knowledge of computers and computer programs related to utility locating activities, inter-office , internet usage, and basic word processing and spreadsheet usage.
* Skill in the use of land survey, underground utility location and excavation equipment.
* Skill in the use and interpretation of record drawings, utility atlases, maps and skteches, whether in digital or paper format.
* Ability to read and understand technical specifications, aerial photos, blueprints, field survey notes, deeds, plats, parcel data, plans, record drawings and sketches.
* Ability to accurately field locate underground utility lines, properly mark their location and make a record of these location activities.
* Ability to utilize computers and printers.
* Ability to record field notes, sketches, readings, and observations.
* Ability to work effectively with others.
* Ability to maintain records and prepare reports.
* Ability to communicate effectively both orally and in writing.
* Ability to follow written and oral instructions.

MINIMUM

Note: Minimum MUST be attained before the recruitment ending date.

Graduation from high school or possession of a GED Certificate; and
Two years of in support of water, wastewater and reclaimed water facilities to include in the construction, documentation and location of underground utilities.

OR

Graduation from an accredited four year degree granting college or university with a major in .

OR

An Associate’s or higher Degree from an accredited college or university in an related field.

OR

Graduation from high school or possession of a GED Certificate; and
Successful completion of a vocational or technical program in an related field directly related to water, wastewater and reclaimed water facilities.
